Sources Sought Notice: Da Vinci Surgical System "or Equal" DESCRIPTION: This is a sources sought to determine the availability of potential sources having the skills and capabilities necessary to provide the SPECIFIED REQUIREMENT. All interested vendors are invited to provide information to contribute to this market survey/sources sought including commercial market information. THIS IS NOT A SOLICITATION ANNOUNCEMENT. This is a sources sought synopsis only. Questions should be submitted by email to Whitney.Warrington@va.gov. Provide only the requested information below. The purpose of this notice is to gain knowledge of potential qualified sources and their size classifications (Service Disabled/Veteran Owned Small Business (SDVOSB/VOSB), Hub zone, 8(a), small, small disadvantaged, woman owned small business, or large business) relative to NAICS 339112, Surgical and Medical Instrument Manufacturing (size standard 500 employees). Responses to this notice will be used by the Government to make appropriate acquisition decisions. After review of the responses to this sources sought notice, a solicitation announcement may be published on the FBO website. Responses to this sources sought notice are not considered adequate responses to the solicitation announcement. All interested offerors will have to respond to the solicitation announcement in addition to responding to this sources sought announcement. SPECIFIED REQUIREMENT: Network Contracting Office 7, Charleston, SC is seeking sources for a potential contractor to provide a Da Vinci dual-console surgical system or a system with equal salient physical, functional, and performance characteristics. The components of the da Vinci dual-console surgical system are as follows: "Two (2) surgeon consoles to each include: high resolution stereo display, left master controller, right master controller, foot switch panel, and surgeon console to vision cart cable (each with a one year warranty); "Patient cart to include: patient cart, three (3) instrument arms, one camera arm, and one patient cart to vision cart table (each with a one year warranty); "System vision cart to include vision enhancement kit (each with a one year warranty); "User manual; "System software (one year warranty); "Da Vinci skills simulator equipment list to include: one skills simulator unit, one blue fiber cable, and one audio cable (each with a one year warranty); "Accessory starter kit to include: three (3) arm drape kit (5 pack), four (4) arm drape kit (5 pack), twenty (20) instrument arm drapes, twenty (20) camera head drapes, twenty (20) camera arm drapes, twenty (20) monitor drapes, 8mm cannula seals (box of 10), 8mm cannula (box of 3), cannula gage pin, blunt obturator, blade protector, allen wrench, and spare lamp module (each with a ninety (90) day warranty); "Camera starter kit to include: 3D-HD camera head with light guide, camera cable, 0 degree endoscope, 30 degree endoscope, and alignment target (each with a one year warranty); and "Training instrument starter kit to include: large needle driver, prograsp forceps, Maryland bipolar forceps, curved scissors, tenaculum forceps, suture cut needle driver (each with a one year warranty). The da Vinci dual console surgical system allows two surgeons to simultaneously perform robotic surgeries. The vision cart provides the surgeons with a minimally invasive 3D view of the surgical field including depth, magnification, and high resolution. The patient cart includes robotic arms designed to mimic the movements of human hands, wrists, and fingers. The extensive range of motion allows surgical precision that is not possible in standard minimally invasive procedures. The surgeon consoles contain the controls that the surgeons use to manipulate the robotic arms; its handles translate the surgeons' natural hand and wrist movements into corresponding precise and scaled movements. REQUESTED INFORMATION: (1) STATEMENT OF CABABILITY: Submit a brief description, five (5) pages or less, that demonstrates that your company can provide the surgical system described above. Please indicate whether your company is the manufacturer of the item. If your company is not the manufacturer of the item, please provide evidence that your company is an authorized reseller and/or distributor of the item. Also include past experience in providing supplies to the VA, other Government (Federal or State) agency, or for a private facility. Please specify your availability to start date and your address. (2) BUSINESS SIZE AND SOCIO-ECONOMIC STATUS: (a) Indicate whether your business is large or small (b) If small, indicate if your firm qualifies as a small, emerging business, or small disadvantaged business (c) If disadvantaged, specify under which disadvantaged group and if your firm is certified under Section 8(a) of the Small Business Act (d) Indicate if your firm is a certified Hub-zone firm (e) Indicate if your firm is a woman-owned or operated business (f) Indicate if your firm is a certified Service-Disabled Veteran Owned Small Business (SDVOSB) or Veteran Owned Small Business (VOSB) (g) Include the DUNS number of your firm. (h) State whether your firm is registered with the Central Contractor Registration (CCR) at http://www.ccr.gov and/or the VetBiz Registry at http://vip.vetbiz.gov/. If not, please NOTE that any future solicitation could only be awarded to a contractor who is registered in CCR and to receive award based on VOSB or SDVOSB status you must be registered in the VetBiz Registry. Responses must be emailed to Whitney.Warrington@va.gov no later than 6:00 p.m. EST, April 20, 2012. Your response should include both the STATEMENT OF CABABILITY and BUSINESS SIZE AND SOCIO-ECONOMIC STATUS information as explained above. Please place "Attention: Dual Console Surgical System" in the subject line of your email. This notice is to assist the VA in determining sources only. A SOLICITATION IS NOT CURRENTLY AVAILABLE. If a solicitation is issued it will be announced at a later date, and all interested parties must respond to that solicitation announcement separately from the responses to this announcement.
