Description
This is a notification that the Office of Acquisition and Property Management, Reston, VA, intends to award a sole source, firm-fixed price contract(s) under statutory authority 10 U.S.C. 2304(c) (1) as implemented by FAR 6.302-1, 'Only one responsible source and no other supplies or services will satisfy agency requirements. This purchase is for deliverance of one of four modules of the National Advanced Silviculture Program developed by the U.S. Forest Service and taught at selected Universities. This is module 4 and will be taught at Michigan Technological University, 1400 Townsend Drive, Houghton, Michigan 49931-1295. The Branch of Forest Resources Planning funds the training of up to six BIA Foresters via the National Advanced Silviculture Program. This module is a two-week session. The university will teach advanced Silviculture techniques which are highly valuable and applicable to uneven-aged forest management on BIA Trust land. There is no known alternative program available. This notice of intent is not a request for competitive proposals, however, all responses received within 10 calendar days from the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely with the discretion of the Government. Information received will normally be considered for the purpose of determining whether to conduct a competitive procurement. If no affirmative responses are received within 10 calendar days of this notice to determine whether a qualified source is more advantageous to the Government, the award will be issued to each of the universities listed above.
