- The Naval Air Warfare Center Aircraft Division Lakehurst, NJ (NAWCADLKE) intends to negotiate on a sole source basis with Integrated Systems Solutions, Inc. under the authority of 10 USC 2304 (c)(1), as implemented by FAR 6.302-1 to operate and maintain the Navy Airship MZ-3A so that it can continue to aid in further development of airborne Command, Control, Computers, Communication, Intelligence, Surveillance, & Reconnaissance (C4ISR) capabilities as well as the integration, installation, development, test, and evaluation of C4ISR systems on Lighter-Than-Air (LTA) and Heavier-Than-Air (HTA) platforms. ISSI is the only known supplier that possesses the knowledge and expertise to maintain and operate the airship to the standards required by the Navy, in addition to possessing the required training, certifications, and clearances to access the airship. The anticipated period of performance will be a 2 month base contract with two, one month option provisions. This notice of intent is not a request for competitive proposals. However, the Government will consider all responses received within fifteen days after the date of publication of this synopsis. A determination by the Government not to open the requirement to competition, based on the responses to this notice is solely within the discretion of the Government. Information received as a result of this notice will normally be considered solely for the purpose of determining whether to conduct a competitive requirement.
