Description
SOURCES SOUGHT DESCRIPTION: This is a sources sought notification to determine the availability of potential sources who can provide the SPECIFIED REQUIREMENT listed below. All interested vendors are invited to provide information to contribute to this market survey/sources sought, including commercial market information. THIS IS NOT A SOLICITATION ANNOUNCEMENT. This is a sources sought synopsis only. Questions should be submitted by email to donald.stevens@va.gov. Provide only the requested information below. The purpose of this synopsis is to gain knowledge of potential qualified sources and their size classification (Service Disabled Veteran Owned Small Business (SDVO), Veteran Owned Small Business (VOSB), Hub-zone, 8(a), small, small disadvantage, woman-owned small business, or large business) relative to NAICS 517210, Wireless telephone communications carriers (except satellite) - 500 employees. Responses to this synopsis will be used by the Government to make appropriate acquisition decisions. STATEMENT OF WORK A. GENERAL GUIDANCE 1. Title of Project: Access to Georgia Criminal Information Systems (GCIS) and Criminal Justice Information System (CJIS) 2. Scope of Work: The Contractor shall provide all necessary components to allow the Charlie Norwood VA Medical Center (CNVAMC) 24/7 access to GCIS and CJIS. To include but not be limited to data connections any and all software required for access to these data bases. 3. Location of Services Provided: Charlie Norwood VAMC both Uptown and Downtown Divisions. 4. Work Hours: The contractor shall be a available during normal business hours of 8:00am - 4:30pm Monday - Friday excluding Federal Holidays. However access to these data bases should be 24/7/365. 5. Federal Holidays: New years Day, Martin Luther King's Birthday, President's Day, Independence Day, labor Day, Columbus Day, Veteran's Day, Thanksgiving Day, and Christmas Day and any other day specifically declared by the President of the United States to be a national holiday. 6. Type of Contract: This shall be a firm fixed price contract. B. GENERAL REQUIREMENTS: 1. The contractor shall provide the CNVAMC with anything that is required to access these data bases unless otherwise negotiated. This would include any software necessary to access these data bases. I might also include the following hardware: "2 Wide Area Network (WAN) Type D (one Uptown and one Downtown) "2 WAN Link without CoS capability @64Kbps (one Uptown and one Downtown) We will also require that we be allowed to have up to eight users on the system at anytime. 2. The contractor shall provide monthly service for the above hardware and software. C. SPECIFIC MANDATORY TASKS AND ASSOCIATED DELIVERABLES 1.The Contractor shall: Provide the CNVAMC with access to these systems within 30 days of the contract being awarded. 2.Description of Service: For the purpose of this contract, the following are descriptions of the types of services to be performed. We require 24/7/365 access to the GCIS & CJIS data bases. This access is important for the safety and well being of our patients, staff and visitors. D. REPORTING REQUIREMENTS: The contractor shall provide monthly invoices to cover the cost of the use of the equipment, data lines and any fees associated with accessing the data bases. All contact with the vendor will either be in person or via the telephone. Although the vendor may be required to be on site there should be no reason for them to require access to our network. E. QUALITY ASSURANCE: PERFORMANCE STANDARDS REQUIRED SERVICEPERFORMANCE STANDARDMONITORING METHODINCENTIVE/DISINCENTIVES FOR MEETING OR NOT MEETING THE PERFORMANCE STANDARDS Access to the CJIS and GCIS data bases100% access at all timesBy exception5% of the total invoice amount shall be deducted when the performance standard is missed F. GOVERNMENT RESPONSIBILITIES: The Government shall be responsible for notifying the Contractor during normal business hours 8:00 am - 4:30 pm when problems exist. If there is a need for work to be done after hours, the Government will make arrangements for Contractor to have access to system. G. CONTRACTOR PERSONNEL SECURITY REQUIREMENTS The contractor shall be required to comply with all security policies/requirements. All security policies/requirements must be met and employees cleared prior to the contractor performing work under this contract. Employees that cannot meet the security and clearance requirements shall not be allowed to perform work under this contract. H. INTERFERENCE TO NORMAL FUNCTION: Contractor may be required to interrupt their work at anytime so as not to interfere with the normal functioning of the facility, including utility services, fire protection systems, and passage of facility patients, personnel, equipment and carts. 1.In the event of an emergency, contractor services may be stopped and rescheduled at no additional cost to the government. 2. Contractor personnel shall inform the COTR or the designee of the need to gain access to secured areas. If access is required to secure areas, prearranged scheduling will be made with COTR or designee. Responses must be emailed to donald.stevens@va.gov no later than 11:00 am ET, April 9, 2012. Your response should include both the capabilities statement and BUSINESS SIZE AND SOCIO-ECONOMIC STATUS information as explained below. This notice is to assist the VA in determining sources only. A SOLICITATION IS NOT CURRENTLY AVAILABLE. If a solicitation is issued it will be announced at a later date, and all interested parties must respond to that solicitation announcement separately from the responses to this announcement. (To receive award based on SDVOSB or VOSB status you must be registered in the VetBiz Registry). g.Include the DUNS number of your firm. h.State whether your firm is registered with the Central Contractor Registration (CCR) at http://www.ccr.gov.
