Description
FOR ALL INFORMATION PLEASE CONTACT: Larran Frasier, 443-395-7005 larran.w.frasier.ctr@mail.mil The U.S. Government is seeking sources for the Joint Automated Deep Operations Coordination System (JADOCS) for potential Foreign Military Sales (FMS). The purpose of this Market Research is to identify interested sources that can manufacture and deliver the Joint Automated Deep Operations Coordination System (JADOCS) which includes system engineering, software engineering, testing, training, logistics and FSR supports. Description/Requirements The Government intends to award an IDIQ for the continued execution of the Joint Automated Deep Operations Coordination System (JADOCS) Foreign Military Sale (FMS), which includes system engineering, software engineering, testing, training, logistics and FSR supports. The Joint Automated Deep Operations Coordination System (JADOCS) provides the Warfighter with a timely, accurate, detailed battlespace view for planning, coordination, and execution of targets. It is a joint mission management software application that provides a suite of tools and interfaces for horizontal and vertical integration across battlespace functional areas. Key integration functions within JADOCS are Counterfire Common Operational Picture (CF-COP), Joint Battlespace Management, Coalition Coordination and Integration, Air Interdiction (AI) Planning and Execution, Fire Support Coordination Measures (FSCM) Analysis, and Battlespace Visualization. JADOCS is a software application consisting of managers, databases, and tables presenting and manipulating Command and Control (C2) information, and communications interfaces to and from various C2 systems to obtain, coordinate, and disseminate this information. The JADOCS application resides on Commercial Off-the-Shelf (COTS)/Government-Furnished Equipment (GFE) personal computer platforms. The JADOCS totals approximately 1.2 million source lines of code that is a mix of approximately 72% C++, and the remaining in Java. The contractor tasked to accomplish this effort must possess an in-depth subject matter expertise in the fire support/targeting domain, and possess thorough knowledge of the system architecture, software architecture and code for JADOCS in order to modify and enhance the JADOCS for Foreign Military Sale (FMS). The contractor must also possess expertise and experience in working with international country. The JADOCS FMS implementation schedule is extremely challenged. JADOCS FMS customers typically request to have the products completed, tested and delivered within 12 months after the award of the contract. The contractor must possess product specific expertise, domain experience, and demonstrate the ability to accomplish the FMS tasks within the time constraints. In addition to the expertise described above, the contractor must be able to support all technical, operational, safety, interoperability and security testing, be able to provide the requisite training support to the international country either at CONUS and/or OCONUS. Reponses are limited to the Desired Capabilities; like and similar items are not acceptable. Provide product specifications, part numbers, literature, technical data sheets, pictures or brochures and links to Web sites containing such information are preferred. Provide pricing information. Provide Cage Code and DUNN's number. Company must be registered with Central Contractor Registration (CCR). Please submit all responses, to include a detailed description of contractor qualifications and experience no later than 24 April 2012. Responses should not exceed five (5) pages. Responses are required by 24 APR 2012.
