Description
FY12 SPECIAL OPERATIONS FORCES (SOF) APRON & TAXIWAY, CANNON AIR FORCE BASE, CURRY COUNTY, NEW MEXICO. The proposed procurement is an Unrestricted acquisition, and thus open to large and small businesses. NAICS is 237310/SIC 1611, with a size standard of $33,500,000.00. The magnitude of construction for this project will be between $25,000,000.00 and $100,000,000.00. Bonding will be required for this acquisition. Offerors attention is directed to Section 00100 in the Solicitation for information regarding the tour of the site. Plans will be issued on or about 23 April 2012, with proposals due on or about 23 May 2012. Offerors are advised that this requirement may be delayed, cancelled, or revised at any time during the solicitation, or final award process, and is subject to the availability of funds. Construction services to be performed under the firm, fixed price contract will consist of the construction of a C-130 Aircraft Parking Apron and Taxiway consisting of approximately 125,000 SY of 16.5 inch concrete pavement. The project will include, among other things, aircraft tie downs, aircraft grounding points, site drainage, associated taxiway access, shoulders, pavement markings and lighting. Work will be completed in accordance with specification section 32-13-11: Concrete pavement for Airfield and other heavy duty pavements and other relevant criteria. The project will also include demolition and infrastructure relocation. The infrastructure relocation is to critical base systems, such as a potable water system consisting of a new water supply well and water loop approximately 21,000 linear feet. A primary power ductbank approximately 10,000 linear feet, runway lighting controls, taxiway lighting and utilities. The project is split into 7 phases due to mission critical operations that will be ongoing during construction. One phase of the project requires closure of the major runway and completion of the work in a very constrained amount of time. There is a considerable amount of risk to operations of the base during this phase of work. The remainder of the project is highly complex due to coordination with up to five other concurrent paving operations, phasing requirements, and base operations requirements. The infrastructure relocation is to critical base systems, such as runway lighting controls and also will need to be completed under constrained time frames. Relocation of the potable water system will require scheduling of activities to avoid shutdown of water to operating base facilities. The project provides vitally needed aircraft parking in support of the mission at Cannon Air Force Base. THE PROJECT will be advertised as a Request for Proposal. Competitive proposals will be evaluated based on the evaluation criteria set forth in the solicitation package. Evaluation by the Government will result in selection of a firm that represents the best value to the Government. Proposed procurement will result in a firm-fixed price contract.
