Description
U.S. Army Contracting Command-Redstone Arsenal, AATD Contracting Division (AATD Contracting), Fort Eustis, Virginia, proposes to acquire on an other than full and open competition basis a program entitled, 'Advanced Helicopter Electromagnetics (AHE) Research'. This research includes analysis and development of computational tools for helicopter applications, development and improvements to Finite-Difference Time-Domain, Finite Element, Method of Moments, diffraction methods and hybrid techniques to predict the electromagnetic (EM) performance characteristics of antennas and sensors on complex composite material vehicles/airframes. In addition, research results are used to identify and develop new antenna technologies to extend and improve EM capabilities of rotorcraft and other mobile platforms. It is anticipated that a Cost Plus Fixed Fee (CPFF) contract with a base year and 4 option years will be awarded or a IDIQ contract with orders that vary, with the first order of $110,000. A noncompetitive acquisition to Arizona State University, Tempe, Arizona 85287-0103 is intended pursuant to 10 U.S.C. 2304 (c)(1). Arizona State is deemed to be the only known source of computational EM research dedicated to military rotorcraft applications. No other known organization or university has compiled the extensive research data in the areas such as computational modeling of complex metallic and non-metallic helicopter structures, rotor blade modulation analysis, helicopter antenna performance, antenna coupling, lighting effects, EM wave penetration analysis for electromagnetic interference (EMI) and EM effects on rotorcraft. In addition no other known organization has the unique scale model helicopters, computational models, helicopter geometries, and EM measurement facilities required for testing, evaluation, and verification of the research results. The costs that would be duplicated for another organization to acquire similar capabilities are substantial. Interested firms may identify their interest and capability to respond to the requirement and submit a proposal. Some key aspects of the proposal should include the following: 1. Development of computational electromagnetic (CEM) techniques for simulation of antenna performance and radio frequency (RF) sensors on complex vehicular structures, especially military helicopters, to include low-frequency full-wave, finite-difference, finite element, high-frequency asymptotic, and hybrid methods. 2. Development of high-fidelity vehicular computational models for all Army and selected Navy helicopters to include metallic and non-metallic surfaces/structures and rotor blades. A comprehensive CEM model database shall be maintained for identified helicopter airframe geometries for quick response to relevant antenna issues and placement studies. 3. Application of multiple CEM codes/methods to assess accuracy, reliability, and computational efficiency of volumetric helicopter antenna radiation characteristics to include antenna-to-antenna coupling and rotor modulation effects. 4. Development of precision scale model helicopter structures for validation and verification of CEM results through full and scale model measurements in a calibrated anechoic RF measurement facility or antenna range. RF measurement facilities will be made available to government member organizations for selected investigation and characterization of antennas, scale models, and RF systems. 5. Investigation and application of new CEM methods and antenna technologies to improve performance of helicopter EM systems. All responsible sources that submit an offer will be considered. A formal solicitation for this program will not be issued. The Government will consider all submissions received within forty-six days after date of publications of this synopsis solely for the purpose of determining whether to conduct a competitive procurement.
