Description
The U.S. Broadcasting Board of Governors, (BBG), International Broadcasting Bureau (IBB), pursuant to Federal Acquisition Regulation (FAR) Subpart 12.67 intends to issue a Combined Synopsis/Solicitation for commercial items in accordance with format of Subpart 12.6 as supplemented with additional information in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The North American Industry Classification System (NAICS) Code is 541511. This Solicitation Number BBG50-R-12-00036DS is issued as a request for proposal (RFP) that will result in a single award Firm Fixed Price with four one year options contract using FAR Part 15 (Contract by Negotiation) procedures to provide for Social Media News Feed. The government reserves the right to make an award on the initial proposal without discussions of this procurement. Provide Price for ALL FIVE YEARS: Base Year 1 LT $_____________ Option Year I 1 LT $_____________ Option Year II 1 LT $_____________ Option Year III 1 LT $_____________ Option Year IV 1 LT $_____________ STATEMENT OF WORK Statement of Work: Social Feed News Vendors The Broadcasting Board of Governors (BBG), located in Washington, D.C., and hold authority over all U.S.-Government and government-sponsored, non-military, international broadcasting. Our broadcasters include direct supervision over the Voice Of America, Radio Marti, which broadcasts to Cuba, and three grantee organizations, Radio Free Europe/Radio Liberty (RFE/RL), Radio Free Asia (RFA), and the Middle East Broadcasting Networks (MBN). BBG is seeking a contractor who will work with the BBG's Office of Digital and Design Innovation (ODDI), its Director, and the ODDI team in developing and implementing a plan to provide social media for BBG's newsrooms that meets standards of journalistic verification and meets BBG's editorial needs and interests. This will be done by an experienced Contractor. The Contractor's service shall also provide functionality to search, discover, monitor, and publish the provided content, which shall be garnered from social media sources such as YouTube or Twitter. The BBG is not contracting for or seeking: •ñ A stand-alone social media monitoring or analytics tool •ñ A tool that provides social media metrics, measurement, sentiment analysis and analytics reporting •ñ A tool to analyze, understand, or respond to conversations about our brands, news content, reputation or end-user opinion •ñ A tool that has a specialty in scouring and analyzing public data outside of social media The service the Contractor will provide will use journalistic standards and journalistically-trained staff to: •ñ Identify content based on BBG editorial interests •ñ Analyze and verify content •ñ Forward that content to U.S. international broadcasting (USIB) newsrooms To meet the requirements to provide this service, the Contractor must: •ñ Have a focus, experience, and history in working with social media content with major news publishers through their tools and services •ñ Have the ability to identify and gather social media content through a wide-range of platforms and tools, including Twitter, Facebook, YouTube, Flickr, Vimeo, TwitPic and YFrog •ñ Employ or otherwise utilize journalists to identify, vet, and verify social media content prior to presentation to USIB newsrooms •ñ Have experience working with enterprise-class news organizations •ñ Have the ability to interface through a web service such as, (but not exclusively) RSS, API, or something similar, or other digital means to publish editorially selected content in the BBG and USIB content management workflow and digital publishing points Scope of Work The BBG requires a contractor to provide social media feed services to assist the BBG and its entities to improve the depth and quality of their journalism, as well as include new sources of information and content into the news workflow. The feed service should be provided every day of the year and dynamically feed content to USIB editors and newsrooms as content is curated and verified. Specifically, we are seeking a combination human (journalist) and digital (algorithmic) service that can become an extension of USIB journalism and easily integrate into the current news content management and processing workflows. The Contractor will be tasked to provide the following services: Social Media News Curator Requirement Content curators that assist in the set-up and management of the service for USIB. These curators must be trained, experienced journalists that identify, verify and curate social media content based on USIB editorial interests within the provided service. There must be 24/7 access to content curators. Social Media News Feed Requirement •ñ A global feed of content from social media platforms and sources, which must include Twitter, Facebook, YouTube, Flickr, Vimeo, TwitPic and YFrog •ñ A curated, journalistically source-verified Twitter list for every country in the world •ñ User administrative tools for importing and exporting user/editorially-defined Twitter and other social media source lists into and out of the interface •ñ The demonstrated ability to integrate other social media feeds via a customizable application programming interface (API) •ñ Customizable API access for BBG and entity publishing systems to publish content from interface through BBG consumer channels, including websites •ñ Displays of rights and clearance information for video and other rich media content for republishing to BBG and entity websites and other distribution systems •ñ A daily email or other digital media alert of trending or journalistically-identified content occurring during low-hours (i.e., overnight) for newsrooms •ñ Fully customizable interface that enables individual BBG entities to create specialized dashboard views and controls by country, topic and media type •ñ Internal search bar for searching content, terms and phrases of monitored content •ñ A searchable database of contacts by country and subject matter experts who have provided journalistically verifiable content in the past •ñ Tools that enable display and management of key words and other sentiment measures •ñ Tools that automatically extract video, images and links •ñ Tools that allow for one-button publishing of selected monitored content from the interface into BBG and entity social media channels (for example, Twitter, YouTube, or Facebook) •ñ Verification Vendors performed by journalists for content displayed in the interface, including ability to respond to BBG inquiries on featured content Technical Support and Hosting Solutions •ñ Fully hosted and managed solution with a 99% uptime •ñ A fault-tolerant system of services that provides BBG with sustained access to feeds and content if third-party APIs or channels become unresponsive or unavailable. •ñ Technical personnel associated with BBG and entity accounts to assist in set-up, configuration and management of the tools; •ñ Curatorial staff associated with BBG and entity accounts to provide on-going editorial and operational support in identifying, verifying and managing monitored content, key words, campaigns, etc. •ñ 24/7/365 access to help desk support personnel by email and telephone; Deliverables The principal deliverable shall be a social media feed service that provides journalistically-reliable social media content from journalistically-verified sources by means of digital delivery 365 days a year. The social media content should be delivered by means of a dynamic, one-display online interface to desktop and mobile applications. Qualifications The Contractor must meet the following qualifications: •ñ Experience in providing similar social media news feed services to an enterprise-level, broadcast/print news organization •ñ Employment or otherwise use of experienced journalists to provide source and content verification 365 days a year •ñ Experience with practical integration, operation and management of social media news content into a broadcast/print journalism environment •ñ Experience in delivering and managing enterprise-class, hosted digital services •ñ Experience in establishing and conducting training regimen for journalists in social media and social media based reporting Period of Performance The period of performance shall be one year from date of award with four one year options. The following clauses and provisions are incorporated and are to remain in full force in any resultant firm-fixed price contract; T he provision at FAR Subpart 52.212-1 [Instructions to Offerors - Commercial Items] applies to this acquisition, with no addenda. The provision at FAR Subpart 52.212-2 [Evaluation of Commercial Items] is hereby incorporated by reference into this combined synopsis/solicitation. Technical Evaluation Criteria The Written Technical Proposals will be evaluated in three equally-weighted areas (a) Capability) (b) Approach and (c) Experience/ Past Performance and Price as follows: Capability is more important than Approach is more important than Experience and Past Performance which are equal and each criteria will be rated more important than price. Capability: (e.g. personnel): Offerors shall describe their corporate capability to perform as stated in Statement of Work (SOW). •(a) Approach: The Government will assess the technical merit of the Offeror's approach in order to determine if the Offeror has the ability to successfully perform the task areas specified in the SOW. •(b) Experience/Past Performance: The IBB will assess the relevancy of the Offeror's experience/past performance to determine the Offeror's ability to perform the work requirements of the SOW. Offerors shall submit evidence of their experience in performing work. Offerors shall submit examples of no fewer than two (2) of their most recent or ongoing contracts relating to the work specified in SOW experience can be government or commercial. •(c) Price proposal •(d) (x) Offerors shall submit a completed copy of the provision at FAR Subpart 52.212-3 [Offeror representations and certifications -- commercial items] with their proposal.
