- THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. The Naval Air Warfare Center Training Systems Division (NAWCTSD) Orlando intends to award a delivery order under the Basic Ordering Agreement (BOA) N61340-12-G-0001 to L-3 Communications Corporation, Link Simulation & Training Division (L-3) Company for the procurement of high definition (HD) visual systems for twenty-three F/A-18 and EA-18G Tactical Operational Flight Trainers (TOFTs) and the installation of two Government-owned E/F TOFTs at Naval Air Facility Atsugi, Japan. The TOFT HD visual systems will be provided as 32 modification kits to the existing visual system and 14 new visual systems built to the same specification as the modified system. This HD visual system has already been installed on F/A-18 US Navy TOFTs. As the Original Equipment Manufacturer (OEM) of the F/A-18 and EA-18G TOFT visual system and as the only company to deliver current US Navy F/A-18C/D/E/F and EA-18G TOFTs, L-3 is the only source capable of providing HD visuals systems and delivering TOFTs. Award to any other contractor would result in substantial duplication of costs to the Government that would not be recovered through competition and would create unacceptable delays in fulfilling F/A-18 and EA-18G mission training requirements. This acquisition is being pursued on a sole source basis under statutory authority of 10 U.S.C. (c) (1) as implemented by the Federal Acquisition Regulation (FAR) 6.302-1 (Only one responsible source and no other supplies or services will satisfy agency requirements). No solicitation documents are available. This notice of intent is neither a request for competitive proposals nor a solicitation of offers.
