- Arnold AFB Commercial Development Parcel Map Arnold AFB Commercial Development Area Map The Department of the Air Force (the "Air Force"), through the Air Force Real Property Agency (AFRPA), requests an expression of interest from prospective entities (developers, contractors, teams, consortiums, joint ventures, etc.) capable of developing, financing, designing, engineering, permitting, planning, constructing, installing, owning, maintaining, and operating a commercial real estate development project at Arnold Air Force Base (AFB), Tennessee. The Air Force seeks to gather information on what steps to take next in order to fully analyze this type of opportunity, as well as to gather broad data from and understanding of the questions and concerns of potential participants. The Air Force will consider other approaches to this business opportunity and respondents are encouraged to submit alternative business models to improve the return to the Air Force. Please submit any questions or additional information you would like included in a potential future solicitation, should this project opportunity proceed. The Air Force will use information received in response to this RFI in determining whether to issue a Request for Qualifications (RFQ) for the leasing of specific Air Force property and, if so, to develop the content for the RFQ. An RFQ is a non-Federal Acquisition Regulation solicitation that generally requests a specific leasing proposal along with a statement of the submitting organization's qualifications and experience. If the Air Force proceeds with an RFQ, it will evaluate the responses and may select a "highest ranked offeror" with whom to negotiate the final terms of the lease transaction and execute the appropriate lease documents. Background Information: The Air Force is authorized by statute to lease real and personal property that is not currently needed for public use but is not considered "excess" property available for sale or other permanent disposal. AFRPA is the agency responsible for executing and managing such leases on behalf of the Air Force. The Air Force is considering the merits of leasing up to one hundred fifty two (152) acres ( the "Property") of non-excess land for a commercial development on the Arnold AFB. A map approximately depicting the Property is attached. The Property is located on the northwest perimeter of the Installation with its western boundary adjacent to Highway 55 and a portion of its northern boundary adjacent to a closed landfill. The land has been partially cleared and there is an ongoing Installation restoration project just north of the Property. There are no known wetlands on the Property. It is anticipated that a lease would be competed and granted under authority of 10 USC § 2667, authorizing the Secretary of the Air Force to out-lease non-excess real property for a term of no longer than 50 years in exchange for at least fair market value to be paid to the Air Force in cash or in-kind. Expression of Interest Desired: The Air Force expects all expressions of interest to be commercially funded and financially viable ventures taking into account all associated commercial risk. In all cases, the Air Force would not in any way be responsible, financially or otherwise, for the development, financing, designing, engineering, permitting, planning, construction, installation, ownership, maintenance, or operation or use of the proposed commercial development. Please include in your response to this RFI, detailed submittals addressing the following: •1. Explanation of types of project concept(s) that would be most viable on the Property in terms of finance, market demand and forecasts, regulatory environment, and developable land available; •2. Description of a possible development of the potential project concept(s), including possible design, site plan, build-out schedule, and marketability (with demographics); •3. Identification of required or potential issues involving environmental and land development permitting/approvals, access to utilities, transportation access, infrastructure, and applicable State and local building, land use and development laws, regulations, policies, or ordinances; and •4. Description of commitments, guarantees, etc., that may be required from the Air Force to enable a commercial real estate development on the Property. Handling and Processing: All responses received will be considered. The Air Force may terminate or continue to pursue this effort. The Air Force may use consultants to assist with its review of all responses received. All responses received may be held for an extended period of time or destroyed. In no case will any responses be returned to the originator. All information desired or required to be handled as proprietary or as confidential business information must be clearly, conspicuously, and appropriately marked. Information clearly, conspicuously, and appropriately marked as proprietary or confidential will be safeguarded in accordance with the applicable Air Force procedures. The Air Force shall not be liable, responsible, or suffer any damages for sharing, divulging, disseminating, or otherwise publicizing proprietary or confidential information which is not clearly, conspicuously and appropriately marked as such. This RFI is for data gathering and planning purposes and does not constitute a commitment, implied or otherwise, that any further action will be taken on this RFI or the information received pursuant to it. No entitlement to payment of any kind by the Air Force for direct or indirect costs, expenses, or charges will arise as a result of the submission of information in response to this RFI.
