- The Samuel S. Stratton VA Medical Center (hereafter "The VA" or "VA"), located at 113 Holland Avenue, Albany NY, 12208, has a requirement for a New Emergency Department. The work includes but is not limited to the following: The project includes design and construction period services for the creation of an approximately 28,200 square foot addition to the Main Hospital building at the Stratton VA Medical Center. This addition primarily is for an approximately 10,400 square foot new Emergency Department at grade on the end of the hospital's B-wing. The remaining area is intended as a new connector to the main hospital's building core, shell space for later offices and a shelled basement underneath all grade-level additions. The new addition will be designed structurally to accommodate future vertical expansion. Site work is included in this project to provide separate routing for ambulance arrivals and patient walk-ins. An initial study of the project has already been completed under a separate contract. Preliminary space programming requirements have been detailed in that report. In addition to the basic Emergency Department rooms, a dedicated x-ray room and a pneumatic tube transport system will be included in this project. The VA intends to release this as a competitive Invitation for Bids (IFB). The applicable NAICS code for this project is 236220, "COMMERCIAL AND INSTITUTIONAL BUILDING CONSTRUCTION." The estimated construction value of this project falls within the range of $5,000,000 and $10,000,000. The VA is currently surveying the market via a Sources Sought notice to determine the bonding capacity of various socio-economic groups. The response from the sources sought and other market research will determine the set aside category for this acquisition. The set-aside will not be announced before the solicitation is published to FBO. The solicitation is expected to be released during or about the week of May 14, 2012. Unless additional notice is given or this notice is modified, the full IFB will be posted to the Government-wide Point of Entry (www.fbo.gov). This is a presolicitation notice synopsizing an upcoming competitive solicitation to satisfy the requirements of FAR 5.201 and 5.203.
