The RFP number has been changed to AG-3198-S-12-0019. The USDA, Food and Nutrition Service (FNS), is issuing this Request for Proposals (RFP) to solicit solutions for fulfilling the requirements outlined in the attached Statement of Objectives (SOO). This RFP is issued for full and open competition utilizing a FAR Part 12 - Acquisition of Commercial Items in conjunction with the policies and procedures for evaluating offers as prescribed in FAR Part 15 - Contracting by Negotiation. On September 6, 2011, a Sources Sought Notice was published in Federal Business Opportunities (FedBizOpps) as part of the Agency's market research. Further, FNS released a Pre-Solicitation Notice March 5, 2012 in FedBizOpps for Industries' comments on the RFP's document. FNS is strongly encouraging all capable firms to submit a proposal in response to this solicitation. The NAICS Code is 424410 - General Line Grocery merchant Wholesalers, with a size standard of 100 employees. FNS shall award a single Indefinite Delivery/Indefinite Quantity (IDIQ) Fixed-Price Contract with Economic Price Adjustment for the proposed services and items. The term of the contract shall be a one (1) year base contract period of performance with four (4) option years for a maximum period of performance not to exceed 60 months. All Offerors shall carefully read and follow the proposal Instructions to Offerors and submit their responses accordingly with the completed proposal cover page. This request does not commit the Government to pay any costs incurred in the submission of an offer, nor does it commit the Government to enter into a contract for the respective services outlined in the SOO. Full, accurate, and complete information is required by this request in accordance with 18 U.S.C. § 1001, which also prescribes penalties for making false statements.
