Description
***Please note that the date provided as the solicitation date is the date this notice was posted and the opening date is the date your response to the request is required.*** Norfolk Ship Support Activity (NSSA), PO Box 215, Portsmouth, VA, 23705-0215, is seeking to identify potential 8(a) sources to accomplish a Firm Fixed Price Indefinite Delivery/Indefinite Quantity contract for fire watch and tank watch personnel for a base year with four one-year options. Award will be based on best value procurement utilizing technical, past performance, and price as evaluation factors. This procurement is not restricted to MSRA/ABR contractors. This is a follow-on procurement. The current contract numbers are N50054-10-D-1007/1008/1009. The previous contracts were set-aside for and awarded to 8(a) firms. Potential sources are advised that a SIGNIFICANT QUANTITY OF RED BADGE PERSONNEL will be required. Red badges are issued to individuals who have a final government clearance. For the purposes of this procurement, all red badge contractor personnel working at Norfolk Naval Shipyard (NNSY) shall have a minimum of a DoD Confidential clearance. Accordingly, personnel shall currently have a valid red badge or have the necessary security clearance to be eligible to obtain a red badge from NNSY. Fire watch requirements: The contractor shall provide and assign non-red badge fire watch personnel and personnel that have a red badge or have the necessary security clearance to be eligible to obtain a red badge from NNSY, Portsmouth, Virginia as may be ordered by task orders placed by the Administrative Contracting Officer under this contract. Fire watch personnel will primarily support maintenance and overhaul work being performed onboard U.S. Naval vessels, including submarines, located at NNSY. Fire watch personnel may occasionally be called upon to support maintenance and overhaul work being performed onboard U.S. Naval vessels located outside NNSY, but within a 50-mile radius of NNSY. The contractor shall provide fire watch support to complete hot work operations in a safe manner and assist shipyard workers in hot work. Bag and Drag/General Housekeeping duties will include the removal of industrial debris such as sheet metal, steel plate, structured shapes, piping, cable ends, nuts and bolts, spent welding wire, hardware and/or trash from overhead to deck. Spotter duties are coordinating pedestrian traffic with vehicular traffic to maintain pedestrian safety, typically performed at the head or foot of the ship s ramp. Tank watch requirements: Tank watches will be required in confined and poorly ventilated enclosed spaces. It shall include an individual stationed outside one or more confined and poorly ventilated enclosed spaces that monitors authorized entrants and is trained to perform all confined and poorly ventilated enclosed space watch duties. Requirements include completing and being qualified in PS-S9041 Corporate Confined Space Awareness; being briefed prior to being assigned and being knowledgeable of operations being performed in the space; ensuring the Confined Space Certificate is current and determining any restrictions placed on entry/work before allowing entry into a confined or poorly ventilated enclosed space; maintain communication with and keeping an accurate account of entrants working in their assigned space; remaining outside the space during entry operations unless relieved by another authorized watch stander; ensuring that unauthorized workers do not enter the confined or poorly ventilated enclosed spaces; and familiarizing oneself with Standard Operating Procedure SOP-920-0037 Rev A governing all practices, references, and duties pertinent to watch. Bag and Drag/General Housekeeping duties and Spotter duties will include the removal of industrial debris such as sheet metal, steel plate, structured shapes, piping, cable ends, nuts and bolts, spent welding wire, hardware and/or trash from overhead to deck. NAICS code 336611 applies with a size standard of 1,000 employees. Potential sources are notified that the Limitations on Subcontracting clause (FAR 52.219-14) will be included in any RFP set aside for small business concerns. Sources are requested to identify any ongoing Government contract vehicles they may have for the same or similar work. Please include the name and number of the ongoing contract, contract scope, contract type, period of performance, dollar thresholds and limitations, the issuing Government agency, and the name and telephone of the Contracting Officer. This contract information should be concise. Only interested parties who intend to submit a proposal should submit a written expression of interest to the address provided not later than April 26, 2012. This sources sought notice is for information and planning purposes only and does not constitute a Request for Proposal (RFP) nor does its issuance restrict the Government as to the ultimate acquisition approach.
