Announcement of Construction Management / General Construction Contractors Sought for the Bldg 84 Center for Isotope Geochemistry Renovation Project (B84 CIG) Lab Renovation PUBLIC ANNOUNCEMENT CONSTRUCTION MANAGEMENT / GENERAL CONSTRUCTION CONTRACTORS SOUGHT Reference No. 993 The University of California, Ernest Orlando Lawrence Berkeley National Laboratory (hereinafter called The University), which is operated under Prime Contract DE-AC02-05CH11231 with the U.S. Department of Energy (DOE), intends to solicit competitive proposals from prequalified sources for a two-phase Construction Management/General Contractor (CM/GC) Lump Sum subcontract for preconstruction services and construction for the Building 84 Center for Isotope Geochemistry Renovation (B84 CIG) Project at Lawrence Berkeley National Laboratory, Berkeley, California. This is not a request for quotation. It is an announcement of subcontracting opportunities with the University of California, Ernest Orlando Lawrence Berkeley National Laboratory. Interested firms are encouraged to submit a prequalification package as indicated below. The Building 84 Center for Isotope Geochemistry Renovation (B84 CIG) Project, a fast track design project, consists of the renovation of approximately 5,750 sf of existing labs on the second and third floors of Building 84 into two Class 1,000 clean labs, a Class 10,000 clean lab for mass spectrometry and several general purpose labs. Minimum requirements for CM/GCs wishing to submit their prequalification documents are: 1) Prospective CM/GC is required to have the following California contractor's license/classification: B GENERAL BUILDING CONTRACTOR. 2) Prospective CM/GC must have completed, as a general contractor, a minimum of 3 projects in the last 5 years, with a construction cost of more than $3 million each that are similar in scope and complexity to the project described herein. Desired attribute: Prospective CM/GC has maintained an average Workman's Compensation Experience Modification Rate (EMR) of 1.0 or less over the last 3 years. GENERAL DESCRIPTION OF WORK The B84 CIG project includes the following renovation work on the approximately 20 year old building: selective demolition of interior finishes, lab equipment, walls and utilities to suit new layout; construction of new clean rooms, general chemistry labs and mass spectrometer labs, including but not limited to temporary measures to serve existing occupants, structural modifications, casework, finishes, plumbing modifications, fire sprinkler upgrades (fire sprinklers will be design/build by GC), mechanical upgrades, mechanical controls, energy management controls, lighting, electrical upgrades, tel/data modifications, life safety modifications, commissioning assistance, possible hazardous gas controls, and other upgrades that may be required to serve new labs and clean rooms. Additionally, the mechanical controls for the entire building may be upgraded during this project if the budget allows. The building will be partially occupied during the construction. The work is also adjacent to main pedestrian walkways and other occupied structures. LBNL has very high standards for construction safety and will vigorously enforce all safety regulations. Therefore, contractors must have a proven record of safe performance on past construction projects. Estimated Price Range: The current estimated construction cost range is $4.1 to $4.9 million. CM/GC SERVICES The University desires to award a two-phase Subcontract. During Phase 1, the CM/GC will perform "design-assist" preconstruction services, which shall include, but not be limited to, all preconstruction services normally provided by Construction Management firms, such as equipment recommendations, constructability and drawing completeness reviews, utility coordination reviews, site investigations, cost estimates, attendance at weekly meetings, design evaluation and proposed design alternatives, value engineering suggestions if required for possible future implementation, etc. Within two weeks of the architect/engineer's completion of 50, 95, and 100 percent design documents the CM/GC shall submit an independent written Project Construction Cost Estimate and a comprehensive Critical Path Method (CPM) schedule, showing all project related construction activities. The CM/GC work shall also include the preparation of subcontract packages and the conduct of competitive bidding for lower-tier subcontracted work. If the University exercises an option for performance of Phase 2, the Subcontractor shall provide general building contractor services to construct the project, including, but not limited to, providing specified general condition items, safety management, subcontractor management, quality control, submittal and RFI processes, document control and change order management. PREQUALIFICATION PROCESS The University has determined that CM/GCs must be prequalified to submit a proposal for this project. Prequalification will be determined by means of a written questionnaire, which all interested CM/GCs must complete accurately and submit for evaluation by the University, to establish the CM/GC's prequalification status. The University will establish a short list of firms determined to be most qualified to perform the project successfully. Prequalified firms will be invited to submit a comprehensive proposal to include both price and technical evaluation factors. A single firm will be selected for award, based on a best value evaluation of proposals received. Prequalification documents consisting of this NOTICE TO CM/GCs FOR PREQUALIFICATION together with the PREQUALIFICATION QUESTIONNAIRE will be available to intending CM/GCs beginning on April 3, 2012 at the following web site: http://facilitiesprojects.lbl.gov/, under Reference No. 993. Submissions must be received by April 19, 2012, at 5:00 PM PDT.
