Description
The purpose of this amendment is to post the questions and answers received in response to this pre-solicitation notice. Questions 1. PWS Section 6.5 states that "offeror is to provide proposed Master PM Schedule"; for continuity of existing maintenance program, will Government provide existing schedule of maintenance, that an offeror can updated and modify has required? If not, will Government provide all equipment OEM maintenance documents for offeror to develop this Master PM Schedule based on the OEM recommendation? If Government cannot provide either of this information, then the incumbent contract may have an unfair advantage in the development of this Master PM Schedule. 2. Will Key Management Personnel or any personnel be allowed to work on this contract while waiting on final SECRET clearance? 3. Reference PWS Section 6.15; when is the due date for the System Operations Plan and Standard Operating Procedures for the LN2 system equipment (i.e., 30 day after contract start)? 4. Reference PWS Section 6.19; will the Government provide an estimated and/or average (over the last 3-4 years) number of under $2,500 (labor only) Incidental Repairs? 5. Reference PWS Section 6.21 and 6.22; Category 1 service orders are defined and Emergency and Category 2 is defined as Routine; the Government did not define the category for an Urgent. Is Urgent also defined as "service work must be performed immediately or loss of life, injury, impact to the mission, serious environmental impact or damage to real and installed property may result"? Or is Urgent defined as any situation that, if not corrected, could become an emergency? If there is a difference between emergency and urgent, then urgent should also have its own category and suspense time. 6. Are there any employees that are represented by a collective bargaining agreement (CBA)? If so will the Government provide the CBA? Government Response 1. ALC recommends that each bidder seeking OEM information to find the information online. 2. Key personnel without clearance will be able to work on the contract, however, they will need to submit the proper letters, security forms, fingerprints, and have an investigation initiated through OPM in order to have access to work without an escort. The Government will not provide escorts. 3. The work plan is part of the selection criteria. The more detailed and well thought out work plan will 30 days after award is reasonable for a final draft of the work plan. 4. Incidental repairs are included in the current contract as a lump sum. The cost data for incidental repairs is not tracked/recorded by this office. 5. Emergency and Urgent have the same meaning in the PWS. 6. ALC has no requirement for any personnel to be represented by a collective bargaining agreement.
