Description
REQUEST FOR INFORMATION 1.0 Description 1.1 The National Oceanic and Atmospheric Administration (NOAA) in support of the Gulf of the Farallones National Marine Sanctuary (GFNMS) seeks a contractor with proven experience in environmental policy and regulatory implementation to serve as Permit Coordinator, to coordinate and attend agency and community panels and events, and to assist with other resource protection programs as needed. 1.2 THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes - it does not constitute a Request for quotes (RFQ) or a promise to issue an RFQ in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. Further, NOAA is not at this time seeking quotes and will not accept unsolicited quotes. Not responding to this RFI does not preclude participation in any future RFQ, if any is issued. NOAA will use the results of this RFI to estimate expected cost and identify possible sources to support this future requirement. Responses should be received no later than 10 days from the date of this announcement. SCOPE OF WORK Summary The Gulf of the Farallones National Marine Sanctuary (GFNMS) seeks a contractor with proven experience in environmental policy and regulatory implementation to serve as Permit Coordinator, coordinate and attend agency and community panels and events, and to assist with other resource protection programs as needed. The desired first period of performance for this requirement is June 1, 2012 through May 30, 2013. The contractor will work an average of 16-24 hours per week and shall not exceed 1000 hours during the first period of performance, which will last one year. The contractor may be requested to work an additional option period. The option period begins as early as 1 June 2013 and will continue until 31 March 2014. The additional option period will require the contractor to work an average of 16-24 hours per week and shall not exceed 800 hours. This work is equivalent to a GS 9 - 11 position. The contractor must be available to meet in person with Sanctuary staff several days a month during normal business hours as needed, and must be willing to occasionally travel within the greater San Francisco Bay Area. An office space, computer and phone will be provided if working on-site. If working off-site, the contractor must be reachable during normal business hours. All materials and documents will be the property of the Gulf of the Farallones National Marine Sanctuary. Required Experience and Skills The contractor must possess the following abilities, skills and experience: ● A minimum of a Bachelors degree in biological sciences, environmental planning or other related field. ● At least 3 years experience with all of the following: 1) coastal or marine resource protection or management, 2) environmental impact analysis, 3) regulatory review, and 4) implementing National Environmental Policy Act (NEPA) or California Quality Act (CEQA)-compliant documents. ● At least 1 year demonstrated experience reviewing or issuing permits and related decision documents, and conducting agency consultations. ● Knowledge of relevant federal and state statutes and regulations pertaining to Sanctuary resources. ● Strong attention to detail and follow-through; ability to meet deadlines; ability to interact well with agency officials and the public; and ability to work well as part of a team, as well as independently. ● An understanding of ocean resources and/or ocean conservation issues and experience. ● Ability to work on 48-hours notice possibly on a weekend day on select dates between November 1 through March 30 to coordinate sanctuary presence at the Mavericks Surf Contest. ● Must have a valid drivers license and access to a motor vehicle. A Masters degree or law degree is preferred. The contractor should also have experience working with diverse stakeholders on controversial topics. Experience with the Office of National Marine Sanctuaries, The National Marine Sanctuaries Act and subsequent regulations is a plus. Scope of Work, Activities and Tasks Working with the Sanctuary Superintendent, site staff, and/or other Office of National Marine Sanctuaries (ONMS) staff (as appropriate), the contractor will review research, education, and other permit applications and write permit decision documents consistent with NEPA, Sanctuary regulations and permit criteria in 15 CFR 922, and ONMS performance measures. Tasks include: 1. Providing support for the Resource Protection Team, including: ● Serve as primary point of contact for all permit-related inquiries and applications ● Attend and report on agency and community panels ● Conduct regulatory consultations ● Review and provide analysis on other agency regulatory documents 2. Providing support to the National Permit Coordinator in order to issue permits in a timely and correct manner consistent with the Office of National Marine Sanctuaries performance measure, including accurately recording all documents and communications in the OSPREY database. 3. Working directly with the Superintendent and Resource Protection Coordinator to ensure timely document review. 4. Coordinating the GFNMS's participation in the Mavericks Surf event including, but not limited to, issuing permits and authorizations as needed, coordinating with law enforcement, ensuring up-to-date and accurate website content, and assisting media staff in developing talking points and press releases. The contractor will be a member of the resource protection team, will be listed on the GFNMS website as the primary point of contact for all permit-related inquiries, and may be asked to assist with other duties as assigned. 2.0 Requested Information 3.0 Responses 3.1 Interested parties are requested to respond to this RFI with a qualification statement, resumes of potential candidates, and a cost estimate based on the information provided above. 4.0 Questions Questions regarding this announcement shall be submitted in writing by e-mail to the Contracting Officer, Doris Turner at email address doris.p.turner@noaa.gov.
