EVALUATION CRITERIA Offeror's Name: ___________________________ FactorSub-FactorCriteria 1. TECHNICAL APPROACH 1.Evaluation Factors: 1.1. Understanding of the PWS. 1.2. Analytical and Technical Approaches to Tasks 1.1 (a) Contractor's provides an online (website) with search (filter) and downloads capability that permit users a quick and efficient manner for selection of royalty free music tracks and sound effect selections. Search capability also demonstrates "shopping cart" or "project folder" or "bin" functionality. 1.1(b) Contractor's royalty free music meets provides a full selection of music styles, instruments, tempo, and moods. Royalty free Music tracks are regularly updated to reflect latest trends in music and technology. 1.2 (a) Contractor demonstrates ability to regularly provide a variety of royalty free music and sound effect libraries and updates. 1.2.(b) Demonstrates the ability to provide MP3, AIFF, WAV audio files equal to compact disk quality (44k hz). 1.2(c) Contractor provided compact disk demo that provides a realistic and random sampling of royalty free music and sound tracks commercially available. Music demonstrates appropriate diversity, breadth, quality, and range available. 2. PAST PERFORMANCEThe Past Performance evaluation will assess the relative risks associated with an Offeror's likelihood of success in fulfilling the solicitation's requirements as indicated by that Offeror's record of past performance. In this context, "Offeror" refers to the proposed prime contractor and all proposed major subcontractor(s). A major subcontractor is defined as one who will be providing critical services, or whose subcontract is for more than twenty-five percent (25%) of the total proposed price. In either case, the prime contractor and proposed major subcontractor(s) will be assessed individually and the results will then be assessed in their totality to derive the Offeror's Past Performance rating. 2.1 (a) Contractor's past performance demonstrated quality performance 2.1(b) Contractor's past performance demonstrated timeliness of contract completion of interim and final milestones/deliverables 2.1(c) Contractor's past performance demonstrated cost control 2.1(d) Contractor's past performance demonstrated quality for Business Relations: (a) User satisfaction (b) Subcontract management (c) Coordination of all activities necessary to execute the contract, change proposal submissions and the contractor's history of professional behavior with all parties 3. PRICEAdequate price competition been determined by two or more acceptable proposals, and level of effort and mix of proposed labor is reasonable The Government will award a firm fixed-priced contract resulting from this solicitation to the Offeror that represents the best value. To determine the best value, the following relative of importance shall govern: Technical Capability is equal to Past Performance, and are more important than Price. However, Price will become more important in the Best Value Trade-off decision as technical proposals become equal. Award will be made based on the best overall proposal that is determined to be the most advantageous to the Government. Technical Evaluation Criteria - COLOR SCORING METHODOLOGY: 1.
