Description
This market survey is issued in accordance with FAA Acquisition Management System (AMS) paragraph 3.2.1.2.1, to obtain information necessary to determine whether adequate competition exists to conduct a full and open competition. This announcement is NOT A SCREENING INFORMATION REQUEST (SIR) OR REQUEST FOR PROPOSAL (RFP). The Federal Aviation Administration (FAA) is not seeking or accepting unsolicited proposals. The STARS contract was awarded September 16, 1996, and ends September 30, 2012. The STARS contract was competitively awarded to replace the legacy Terminal Automation systems Automated Radar Terminal System (ARTS) and Common Automated Terminal Systems (CARTS) at all Terminal Radar Approach Control (TRACON) facilities. STARS is currently operational nationwide at fifty-one (51) Terminal Radar Approach Control Facilities and Air Traffic Control Towers, and seventy-two (72) Department of Defense (DoD) Radar Approach Control (RAPCON). In December 2011, the FAA formally approved STARS to replace CARTS IIIE systems currently operational at eleven (11) major TRACONS. This decision was identified as Terminal Automation Modernization Replacement Phase 3 Segment 1 and was publically announced in October 2010. It is necessary for the FAA to award a contract through FY 2017 to maintain, technically refresh, and enhance all STARS in the National Airspace System (NAS). At this point, the FAA knows of one company (the incumbent, Raytheon Company) that can meet these requirements. The FAA anticipates the award of a contract for system maintenance, system technical refresh, and system enhancements through fiscal year 2017 for system maintenance, system technical refresh, and system enhancements. There are restrictive data rights to certain parts of the STARS software and the awardee must either have data use rights or have access to it in order to meet the requirements of this market survey. Specifically, AutoTrac is software required to integrate radar and flight plan data and display accurate information to air traffic controllers for the Full Service Level for STARS. TRACVIEW is software required integrate radar and flight plan data and display the accurate information to air traffic controllers for the Emergency Service Level for STARS. ATCoach is a multi-purpose, real-time Air Traffic Control Simulator system from UFA that supports the generation of data needed to supply automation systems with surveillance, weather, and flight data for STARS training and test simulation. If any vendor believes they have the capability and/or data rights necessary to meet the FAA requirements for system maintenance, technical refresh, and system enhancements for the STARS, please submit a Capability Statement that clearly states how they will be able to meet these requirements to the STARS Contracting Officer, Peter DeWald at Peter.DeWald@FAA.Gov no later than fourteen (14) calendar days from issuance of this announcement. Any such response must include details regarding your rights to AutoTrac, TRACVIEW, and ATCoach.
