Description
Contracting Office Address Department of Health and Human Services, National Institutes of Health, National Cancer Institute, Office of Acquisitions, 6120 Executive Boulevard, EPS Suite 600, Room 6072, Rockville, MD 20852, UNITED STATES. Description The National Cancer Institute (NCI), Center for Cancer Research (CCR), Laboratory of Receptor Biology and Gene Expression, plans to procure on a sole source bases with PerkinElmer Health Sciences, Inc., 710 Bridgeport Ave., Shelton CT 06484-4794 for maintenance of government owned PerkinElmer microscopy systems. This acquisition will be processed under FAR Part 12 - Acquisition for Commercial Items and will be made pursuant to the authority in FAR 15, Contracting by Negotiation. The North American Industry Classification System Code is 811219 and the business size standard in $19.0M. Award will be made in the aggregate. This will be awarded as a firm fixed price type contract. Period of Performance: Performance shall be for twelve months. It has been determined that there is no opportunity to acquire green products or services under this procurement. The contractor shall provide all labor, material and equipment to provide preventive maintenance for the government-owned: • Perkin Elmer Opera 561 High-Throughput Microscopy System, equipped with an environmental control unit (ECU) and kinetics dispenser module (serial #: Opera5020); • Perkin Elmer Opera 561 HighThroughput Microscopy System (serial #: Opera5026); • Perkin Elmer Janus Automated Liquid Handler Workstation (NIH property ID# 01789486; serial #: DG03094847) equipped with MDT I30 Dispense Head (serial #: DG03094859), MDT I235 dispense head (serial #: DG04094946), and two PSS21 PlateStak units (serial #: DS03094857, and serial #: DS03094858). The contractor shall provide: 1) three (3) preventive maintenance inspections per component during the contract period; 2) emergency repair services on an unlimited basis during the term of this contract; 3) software service in accordance with the manufacturer's latest established service procedures to include telephone access to technical support for use of program software and trouble shooting of the operating systems; and 3) all required replacement parts, with the exception of consumable parts to include batteries. Parts shall be new or remanufactured to original equipment specifications. Personnel shall have a minimum of three years factory training and experience in servicing the type of equipment covered by this contract. All primary service personnel shall have at least one backup support who shall have at least the same level of expertise on the equipment covered by this contract. Each of these systems is used heavily in ongoing high-throughput screening studies. Even a single day of down time creates a significant decrease in the productivity of NCI's studies. These complicated systems periodically malfunction and require prompt servicing by highly-trained engineers. The systems also require scheduled preventative maintenance due to wear and tear on moving parts and optical systems. Perkin Elmer is the only manufacturer of the scientific equipment to be serviced under this contract. The equipment is highly specialized and complicated, integrating many proprietary technologies. Perkin Elmer is the only provider of service by factory trained engineers, and the only provider of original grade replacement parts. PerkinElmer does not certify third party technical service and do not have any dealers or distributors for parts. Therefore, PerkinElmer is uniquely qualified to provide maintenance on the aforementioned equipment. This is not a solicitation for competitive proposals. However, if any interested party believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI Office of Acquisitions on or before 11:00 AM EST on April 16, 2012. No electronic capability statements will be accepted (i.e. email or fax). An original and one copy must be sent to the NCI Office of Acquisitions at the address stated above. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
