SPECIFICATIONS: Required Specifications 1. The software must have the following salient characteristics: Enable mission planners, trainers, and researchers to create a wide range of simulation scenarios, including command and control, civilian disaster response, search and rescue, and air traffic control. Can be tailored and programmed to a range of organization types, from individuals, to small teams, to large organizations. Can mix of human participants and live agents can be customized to address the specific goals of the simulation Communications networks can be explicitly defined. Performance metrics, simulator, observer, and participant-based can be created and captured Operating system must be Windows XP Installation must use Microsoft ClickOnce technology to automatically load the latest client software. Multi-user must support individual play, teams, and teams of teams. Replay must be able to capture scenarios and enables the user to replay all client interactions Client API Allows a user to create their own training environment MapWorld view must provide the client with an overall view of the play field. Pan/zoom must have ability to pan and zoom anywhere on the play field Map types must be GeoTiff world files, JPEG ModelingMust have 2D display. 3D object modeling Asset viewer must provides a client display of asset attributes Must be able to model sensors associated with a platform Active zones and dynamic regions - Must be able to model obstructions and effects such as terrain and weather. DataScenario files must be XML format scenario files. Log files must be XML format log files, used for replay and export. COLLABORATION TOOLsMust have Chat Instant messaging capabilities between players. Must have VoIP Talk to players via voice over IP channels. Must have a Whiteboard to share contextual drawings with other players. Must be able to create private communication groups for media channels. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. A Seller may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. MCC Leavenworth - ICO Rucker is taking this action in an effort to improve both seller access and awareness of requests and the agency's ability to gather multiple, completed, real-time bids.All responsible Sellers that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com. Shipping must be free on board (FOB) destination CONUS (Continental U.S.), which means that the seller must deliver the goods on its conveyance at the destination specified by the buyer, and the seller is responsible for the cost of shipping and risk of loss prior to actual delivery at the specified destination. Offeror must be registered in the Central Contractor Registration (CCR) database before an award can be made to them.
