Description
The Department of Homeland Security, Office of Procurement Operations, Federal Protective Service Acquisition Division, East Consolidated Contracting Group intends to acquire protective security officer (PSO) services at federally owned and leased facilities in Manhattan, the Bronx and Long Island, New York, via full and open competition. This requirement is being solicited as a commercial item acquisition in accordance with Far Part 12 and FAR Part 15. It is anticipated that a single award, labor hour, indefinite quantity/indefinite delivery (IDIQ) type contract will be established as a result of the solicitation. The contract will consist of one (1) twelve-month base period followed by four (4) twelve month option periods. The base period and all option periods will be evaluated prior to award. The contract will also consist of an additional six month option period under FAR Clause 52.217-8. The NAICS code for this acquisition is 561612, Security Guard and Patrol Services. The size standard is $18.5 million. As an integral component of the FPS security effort, the contractor shall provide and maintain all management, supervision, manpower, training, equipment, supplies, licenses, permits, certificates, insurance, pre-employment screenings, reports and files necessary to accomplish PSO services in Manhattan, the Bronx and Long Island, New York. The RFP shall require the submission of a technical proposal as well as a price proposal. All proposals received from industry will be evaluated using Best Value Trade-Off Procedures. This requirement is being solicited on an unrestricted basis. All contractors must be registered (http://www.ccr.gov) in the Central Contractor Registration (CCR). Further, offerors are required to go on-line to the Business Partner Network at http://orca.bpn.gov to complete their Online Representations and Certifications Application (ORCA) prior to submittal of a proposal. Per HSAM 3005.207: The FedBizOpps staff is not authorized to determine the classification code for any FedBizOpps notice. Because a misclassified contract action fails to notify the firms most likely to respond and therefore may violate the Competition in Contracting Act, the Contracting Officer is held responsible for correctly classifying any FedBizOpps notice.
