Description
The U.S. Broadcasting Board of Governors, (BBG), International Broadcasting Bureau (IBB), pursuant to Federal Acquisition Regulation (FAR) Subpart 12.67 intends to issue a Combined Synopsis/Solicitation for commercial items in accordance with format of Subpart 12.6 as supplemented with additional information in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The North American Industry Classification System (NAICS) Code is 541511. This Solicitation Number BBG50-R-12-00021DS is issued as a request for proposal (RFP) that will result in a Multiple Award Indefinite Delivery/Indefinite Quantity (IDIQ) Firm Fixed Price contract with two one year options using FAR Part 15 (Contract by Negotiation) procedures to provide for Application Development. The government reserves the right to make an award on the initial proposal without discussions of this procurement. STATEMENT OF WORK Multi-Award IDIQ for Technical Services Statement of Work: ODDI Technical Services / Application Development Contractor(s) •1.0 Background The Office of Digital and Design Innovation (ODDI) is embarking on a program to build new partnerships, develop cutting edge technology and integrate efficient and effective new work flows to drive US international media innovation. The goal is to accelerate the exploration, demonstration and adoption of the next generation of journalism, including making significant contributions to the "global news network" and creation of a 'global conversation'. This Statement of Work (SOW) defines tasks that will enable ODDI to meet the goals of this program. Each task is independent but together; they represent the skills, talents and experiences required to develop flexible, scalable systems and applications for emerging digital platforms. The Firm-Fixed-Price for each Task Order will be negotiated and agreed to prior to the commencement of work. •2.0 Objective The Office of Digital and Design Innovation creates working prototypes, demonstrations and innovative web and mobile applications for a diverse set of internal and external clients. To meet the goals of the office and service these customers, a range of technical skills is required to create, modify, implement and maintain these custom applications. (a) ODDI needs to secure various skills, talents and experiences in application development, systems architecture and database design and administration in a timely and flexible way. (b) This SOW describes the types of tasks areas that will be referenced within individual task orders. Each Task Order will have its own unique SOW that will specify the work to be performed, the objective, period of performance, deliverable, acceptance criteria, and any special requirement related to each Task Order. The Firm-Fixed-Price for each Task Order will be negotiated and agreed to prior to the commencement of work. •3.0 Scope of Work Tasks ODDI's requirements fall into one or more of the tasking areas below. Certain Task Orders may require the contractor to provide services encompassing several different task areas. Other Task Orders may require only a single Task Area. The contractor will provide status reports on each Task Order with details described in each Task Order's Statement of Work. 3.1 Task Area One: Front End Developer The Contractor shall provide front-end development skills and expertise for custom web and mobile applications. The Contractor shall be called on to modify and develop HTML, CSS, JavaScript and XSLT for custom web and mobile applications. The contractor shall be experienced in HTML 5 technologies with a focus on multimedia presentations. The Contractor shall work within a multi-disciplinary team to ensure all software is developed in accordance with ODDI guidelines for scalability, performance, reliability and security. The Ideal candidate shall possess the following skills and knowledge areas: Expertise with HTML5 and CSS3 Expertise with JavaScript Expertise with Media Queries using CSS and JavaScript Expertise with XML / XSLT Experience working with mobile frameworks (jQuery Mobile, Sencha Touch, SproutCore) Knowledge of PHP 5 Knowledge of MySQL Experience with Adobe Creative Suite Experience with Rapid Prototyping Software Experience developing in an Agile, Scrum environment 3.2 Task Area Two: WordPress Developer The Contractor shall provide front-end development skills and expertise for custom web and mobile applications with a focus on theming and developing plugins for WordPress. The Contractor shall be called on to modify and develop HTML, CSS, JavaScript, XSLT and PHP for custom web and mobile applications. The Contractor shall be called on to modify and develop custom WordPress templates and plugins for new and creative uses. The Contractor shall work within a multi-disciplinary team to ensure all software is developed in accordance with ODDI guidelines for scalability, performance, reliability and security. The Ideal candidate shall possess the following skills and knowledge areas: Expertise installing, customizing and administering WordPress sites Expertise with PHP 5 Expertise with HTML and CSS3 Experience with MySQL Experience with JavaScript Experience with Adobe Creative Suite Experience with Rapid Prototyping Software Experience developing in an Agile, Scrum environment 3.3 Task Area Three: Drupal Developer The Contractor shall provide development skills and expertise for custom Drupal installations and management. The Contractor shall be called on to modify Drupal Core and its themes and modules for custom applications. The Contractor shall be called on to modify and develop custom Drupal themes and modules for new and creative uses. The Contractor shall work within a multi-disciplinary team to ensure all software is developed in accordance with ODDI guidelines for scalability, performance, reliability and security. The Ideal candidate shall possess the following skills and knowledge areas: Expertise installing, customizing and administering Drupal Systems Expertise with PHP 5 Expertise with HTML Expertise with CSS Experience with MySQL Experience with Apache Web Server Experience developing in an Agile, Scrum environment 3.4 Task Area Four: Software Developer | PHP The Contractor shall provide software development skills and expertise for the delivery of custom applications for web, mobile and emerging platforms. The Contractor shall be called on to modify and develop PHP, JavaScript, HTML and CSS for custom web and mobile applications. The Contractor shall be called on to design software architecture and data-models to support the development of custom applications. The Contractor shall be called on to incorporate 3 rd party APIs with custom developed software for enhanced features and functionality The Contractor shall work within a multi-disciplinary team to ensure all software is developed in accordance with ODDI guidelines for scalability, performance, reliability and security. The ideal candidate shall possess the following skills and knowledge areas: Expertise in object-oriented and test-driven PHP programming Knowledge of SOA approaches, design patterns, and frameworks Experience developing web services in a SOA based environment Experience designing data-models and working with MySQL Knowledge and understanding of document-based databases Experience in HTML, CSS, and JavaScript Experience working with 3 rd party APIs Experience working in a Unix / Linux Computing Environment Experience developing in an Agile, Scrum environment 3.5 Task Area Five: Software Developer | Java The Contractor shall provide software development skills and expertise as needed for the delivery of custom applications for web, mobile and emerging platforms. The Contractor shall be called on to modify and develop Java / Java EE code for custom web and mobile applications. The Contractor shall be called on to design software architecture and data-models to support the development of custom applications. The Contractor shall be called on to incorporate 3 rd party APIs with custom developed software for enhanced features and functionality The Contractor shall work within a multi-disciplinary team to ensure all software is developed in accordance with ODDI guidelines for scalability, performance, reliability and security. The ideal candidate shall possess the following skills and knowledge areas: Expertise in object-oriented and test-driven Java programming Knowledge of SOA approaches, design patterns, and frameworks Experience developing web services in a SOA based environment Experience designing data-models and working with MySQL and/or MS SQL Experience working with 3 rd party APIs Experience working in a Unix / Linux Computing Environment Knowledge of HTML, CSS, JavaScript and PHP Experience developing in an Agile, Scrum environment 3.6 Task Area Six: Database Administrator The Contractor shall be called on to develop and modify data models to support the construction of new databases that serve as the information and content repository for application software. The Contractor shall provide designs and support for staging and production databases used in the development of custom web and mobile applications. The Contractor shall develop load-balancing processes for improved performance and scalability and to eliminate downtime for backup processes The Contractor shall work within a multi-disciplinary team to ensure all databases are developed in accordance with ODDI guidelines for system scalability, performance, reliability and security. The ideal candidate shall possess the following skills and knowledge areas: Expertise designing data-models and working with MySQL and/or MS SQL Experience with document-based databases Expertise working in a Unix / Linux Computing Environment Experience working in an Agile, Scrum environment 3.7 Task Area Seven: Information Architect The Contractor shall be called on to consult for one or more customer engagements related to information architecture and asset management for an enterprise level database infrastructure. The Contractor shall work with clients to gather and understand requirements, design and build database schema, build API solutions and deliver an end-to-end solution to the client. API solutions include caching, flow control, logging and monitoring, mediation, threat protection, traffic management and analytics. The Contractor may also be called on to build innovative product demos and proofs-of-concept for specific client scenarios. The Ideal Candidate shall possess the following skills and knowledge areas: Expertise working with a variety of enterprise-level Web Services technologies Expertise designing database, XML and JSON schemas Expertise designing and developing RESTful and SOAP application interfaces Experience with MySQL and MS SQL databases Experience in a Unix / Linux environment Experience with complimentary technologies such as; HTML, PHP, JavaScript and Ruby Experience in an Agile, Scrum environment Ability to communicate and influence in a matrix organization structure 3.8 Task Area Eight: Network and Systems Administration The Contractor shall install, support and maintain systems hardware and related software infrastructure for application development and digital product hosting and delivery. The Contractor shall serve as an expert in technical areas related to web server configurations, caching-layers, DNS, networking and asset management. The Contractor shall work within a multi-disciplinary team to ensure all servers are deployed in accordance with ODDI guidelines for system scalability, performance, reliability and security. The ideal candidate shall possess the following skills and knowledge areas: Expertise with Web Server Technologies: Apache and IIS Expertise with advanced caching technologies Expertise with Common Application Layer Protocols: HTTP/HTTPS - FTP/SFTP - RTSP/RTP Expertise with TCP/IP Networking and UDP Transport Layers Expertise with DNS Configurations and Name Server Technologies Expertise in a UNIX/Linux-based Computing Environment 3.9 Task Area Nine: Quality Assurance Engineer The Contractor shall design and implement quality control processes. The Contractor shall develop and present software and system quality assurance plans. The Contractor shall create and maintain manual and automated test scripts. The Contractor shall administer functional, acceptance, integration and regression testing. The Contractor shall plan and execute cross-browser and cross-device testing. The Contractor shall create automated test suites. The Contractor shall develop testing metrics and provide reports regarding quality assurance progress and status. The ideal candidate also posses the following skills and knowledge areas: Experience with various test automation software. Ability to write PHP unit tests Ability to test and debug HTML, CSS and Javascript Knowledge of modern mobile platforms, including: iOS and Android. •4.0 Deliverables Deliverable products and services shall meet the standards, terms and conditions set forth in the Statement of Work and in individual work assignment specifications. As required by Individual Task Orders, contractors shall provide detailed documentation and fully commented code as applicable. Documentation will focus on technical details and also include summary descriptions that can be communicated to a more general audience with an understanding of software application development. The Government shall have the right to require correction of any deficiencies found in the Deliverable that are contrary to the information contained in the mutually agreed upon assignment specification. Deliverables shall include all individual elements of the completed product, including all source code. In the event of rejection of any Deliverable, the contractor will be notified in writing of the specific reasons the Deliverable is being rejected. The contractor shall have an opportunity to correct the rejected Deliverable at the discretion of the ODDI Technical Services Manager, or designee, depending on the timeliness and/or urgency of the Deliverable being prepared. The contractor's accepted Deliverable schedule shall apply for all Deliverables unless changed by the contracting officer. 5.0 Invoicing The contractor shall provide a monthly invoice listing full cost breakdowns to include work completed. Invoices shall be submitted within three business days of the close date. Technical Evaluation Criteria The Written Technical Proposals will be evaluated in three equally-weighted areas (a) Capability) (b) Approach and (c) Experience/ Past Performance and Price as follows: Capability is more important than Approach is more important than Experience and Past Performance which are equal and each criteria will be rated more important than price. Capability: (e.g. personnel): Offerors shall describe their corporate capability to perform as stated in Statement of Work (SOW). •(a) Approach: The Government will assess the technical merit of the Offeror's approach in order to determine if the Offeror has the ability to successfully perform the task areas specified in the SOW. •(b) Experience/Past Performance: The IBB will assess the relevancy of the Offeror's experience/past performance to determine the Offeror's ability to perform the work requirements of the SOW. Offerors shall submit evidence of their experience in performing work. Offerors shall submit examples of no fewer than two (2) of their most recent or ongoing contracts relating to the work specified in SOW experience can be government or commercial. •(c) Price proposal •(d) (x) Offerors shall submit a completed copy of the provision at FAR Subpart 52.212-3 [Offeror representations and certifications -- commercial items] with their proposal. This provision can be found at the following website: http://www.arnet.gov/far/; if requested by an Offeror, a copy of FAR subpart 52.212-3 can be obtained by contacting the contracting officer. •(e) PRICE PROPOSAL AND TECHNICAL PROPOSAL MUST BE SUBMITTED ON SEPARATE DOCUMENTS. The following clauses and provisions are incorporated and are to remain in full force in any resultant firm-fixed price contract; T he provision at FAR Subpart 52.212-1 [Instructions to Offerors - Commercial Items] applies to this acquisition, with no addenda.
