- This contract action was accomplished using other than competitive procedures because there is only one responsible source due to patent or data rights requirements, and no other supplies or services will satisfy agency requirements (FAR 6.302-1). See posted J&A for further information. This solicitation is for AEDATS III/IV Parts, "NO SUBSTITUTES", for which the Government intends to solicit and negotiate with only one source, Howell Instruments, Inc. Howell Instruments, Inc. is the designer and owner with proprietary rights to the technical data and equipment. Interested persons may identify their interest and capability to respond to this requirement or submit proposals. This solicitation is not a request for competitive proposals; however, all proposals received by the closing date/time will be considered by the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This determination is solely within the discretion of the Government. Solicitation to be issued on or about 14 February 12. No telephonic inquiries.
