- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This requirement is a 100% Small Business Set Aside. Requisition Number W81EWF-2066-0252 applies and is issued as a Request for Quotation. The North American Industry Classification System (NAICS) code is 532490. Size Standards is $7,000,000.00. FOB Destination: Fort Polk, Louisiana. The US Army Corps of Engineers (USACE), Engineer Research & Development Center (ERDC), Geotechnical and Structures Laboratory (GSL)-Survivability Engineering Branch has a need for the following: Line Item 0001: Tent - One (1) soft-sided structure, 20'x60, 8' vertical upright, 24' peak height - set up with seating for up to 150 personnel in a classroom or lecture arrangement, Quantity 1, Unit: Each, Unit Price: ________ Total Amount ________ Line Item 0002: Tent - One (1) soft-sided structure, 66'x66', 8' vertical upright, 24' peak height - set up with tables and chairs in a dining room arrangement to seat up to 150 personnel, Quantity 1, Unit: Each, Unit Price: ________ Total Amount ________ Line Item 0003: Transportation of all Labor, Materials, and Equipment to and from Range 31 at Ft. Polk, LA, Quantity 1, Unit: Lump Sum, Unit Price: ________ Total Amount ________ Specifications The following equipment will be required for Deployable Force Protection Demonstration: 1. One (1) soft-sided structure, 20'x60, 8' vertical upright, 24' peak height 2. One (1) soft-sided structure, 66'x66', 8' vertical upright, 24' peak height 3. Item one shall be set up with seating for up to 150 personnel in a classroom or lecture arrangement. 4. Item two shall be set up with tables and chairs in a dining room arrangement to seat up to 150 personnel. 5. Vendor should provide all HVAC, generators (no fueling service), personnel doors, and lighting to make each item a fully functional facility. 6. Vendor shall be responsible for all labor, equipment, and materials to erect and dismantle both items. 7. Vendor shall be responsible for transportation of all labor, materials and equipment to and from Range 31 Ft. Polk, LA. 8. Both structures shall be erected on Range 31 at a location determined by ERDC. ERDC shall be responsible for any site preparation or ground work necessary to provide a level surface for the erection of the structures. 9. Both structures shall be erected by COB 13 APRIL 2012 or and can be removed starting the morning of 20 APRIL 2012. FAR Provision 52.212-1, Instructions to Offerors - Commercial Items, applies to this acquisition. Offerors shall submit technical data on the items quoted. Award shall be made to the responsible offeror whose proposal is determined to be Lowest Price Technically Acceptable in accordance with Clause 52.212-2 Evaluation -Commercial Items. Offerors must include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items with this offer. The Clause 52.212-4, Contract Terms and Condition - Commercial Items, applies to this acquisition. The Clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items, applies to this acquisition. The clauses cited within the clause as indicated below are applicable: FAR clauses 52.209-6, 52.219-6, 52.219-28, 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-1, 52.225-5, 52.225-13, and 52.232-33. The clause at DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items, DFARS 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports, and DFARS 252.237-7010, Prohibition on Interrogation of Detainees by Contractor Personnel applies to this acquisition.
