Description
This is a SOURCES SOUGHT ANNOUNCEMENT ONLY. It is neither a solicitation announcement nor a request for proposals or quotes and does not obligate the Government to award a contract. Requests for a solicitation will not receive a response. Responses to this Sources Sought must be in writing. The purpose of this Sources Sought Announcement is for market research to make appropriate acquisition decisions and to gain knowledge of potential qualified Service Disabled Veteran Owned Small Businesses, Veteran Owned Small Businesses, 8(a), HubZone and other Small Businesses interested and capable of providing the services described below. Documentation of technical expertise must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition. Responses to this notice must include the following: (a) company name (b) address (c) point of contact (d) phone, fax, and email (e) DUNS number (f) Cage Code (g) Tax ID Number (h) Type of small business, e.g. Services Disabled Veteran Owned small Business, Veteran-owned small business, 8(a), HUBZone, Women Owned Small Business, Small disadvantaged business, or Small Business HUBZone business (i) Does you company posses a General Service Administration Contract for this service, if so list the contract number and expiration date. The Veterans Integrated Service Network 18 (VISN 18) includes 7 health care facilities. The seven health care faculties are the: Northern Arizona VA Health Care System in Prescott, AZ, Phoenix VA Health Care System in Phoenix, AZ, Southern Arizona VA Health Care System in Tucson, AZ, New Mexico VA Health Care System in Albuquerque, NM, El Paso VA Health Care System in El Paso, TX, Amarillo VA Health Care Facility, in Amarillo, TX and the West Texas VA Health Care System located in Big Spring Texas. VISN 18 requires a qualified Contractor to provide an educational program that will address both the foundational instruction and the career development needs of facility employees in grades GS-01 thru GS-05 and Wage Grade equivalents. The program will be a packaged system that will be administered by a VISN 18 employee and will require minimal training for the administrator. The Contractor must be able to provide a commercial off-the-shelf product which does not require tailoring or any preparatory input from the VISN18 Staff. The program will enhance upward mobility opportunities for employees in grades GS 1-5 and Wage Grade equivalents. It will also prepare employees for effective competition in other leadership programs within VA, will encompass a proactive EEO approach, and will prepare participants to enroll in certificate and degree programs available at local educational institutions. These benefits will also improve the participants' job performance, boost employee morale, improve retention, and help the facility institute a Career Ladder System. Employees in entry-level positions need to develop computer and organizational skills, as well as improving or establishing abilities in math, reading, grammar, and writing. Additional provision must be given to training in medical terminology and medical ethics. The curriculum must accommodate persons who require remedial training in basic subject matter in addition to providing instruction in core health care topics. Both the employee/students and the administrator/faculty personnel will participate in the instructional environment (classroom) during regular working hours. Any program offered for consideration will have pre-determined goals with established time constraints of up to six-month periods for each level or subject. The contractor will provide all tools and materials (including text/work books needed) to be used in a system that will be administered by a member of the VA Education Service staff. This staff member will serve as a project manager: overseeing classroom activities, providing mentoring, keeping attendance, monitoring the students' progress, and administering examinations. The project manager will require access to Contractor personnel via email and/or telephone to address any issues that may come up and answer any questions about the Contractor's program or its procedures. The contractor is responsible for maintaining any off-site, online portion of any package The North American Classification System (NAICS) code for this acquisition is 611710 ($7.0 million). Important information: The Government is not obligated to nor will it pay for or reimburse any costs associated with responding to this sources sought synopsis request. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. The Government will in no way be bound to this information if any solicitation is issued. Currently a total set-aside for Service Disabled Veteran Owned Small Business firms is anticipated. However, if response by Service Disabled Veteran Owned Small Business firms proves inadequate, an alternate set-aside or full and open competition may be determined. No sub-contracting opportunity is anticipated. Notice to potential offerors: All offerors who provide goods or services to the United States Federal Government must be registered in the Central Contractor Registration (CCR located on the web at www.ccr.gov). It is desirable that any Offeror have completed their business Online Representations and Certifications Application (ORCA). Additionally, all Service Disabled Veteran Owned Businesses or Veteran Owned Businesses who respond to a solicitation on this project must be registered with the Department of Veterans Affairs Center for Veterans Enterprise VetBiz Registry located at http://vip.vetbiz.gov. All information submissions to be marked Attn: L. Danielle Provencio, Contracting Officer (9-90C) and should be received no later than 12:00 pm Mountain Standard Time on April 12, 2012. After review of the responses to this announcement, the Government intends to proceed with the acquisition and a subsequent solicitation will be published.
