Description
NASA/ARC plans to issue a Request for Proposal (RFP) for the Fully IntegratedLifecycle Mission Support Services (FILMSS) requirement (see schedule below).This presolicitation synopsis is issued to replace Request for Information synopsesFILMSS-RFI posted August 12, 2011 and REVISED FILMSS-RFI posted Oct 20, 2011 thatwill be deleted. This acquisition will be issued for Full and Open Competition. The NAICS Code and SizeStandard are 541712 and 500, respectively. Subcontract Goals: Total Small Business - 30% Small Disadvantaged Business - 5.0% Women-Owned Business - 10.0% HBCU/OMEI - 0.5% HUBZone - 1.0% Veteran-Owned - 5.0% Service-Disabled Veteran-Owned - 4.0%A Draft RFP (DRFP) and Draft Statement of Work (SOW) will be posted initially, seekingcomments from interested parties. The tentative FILMSS schedule is shown below:Posting of Interested Parties List, draft SOW April 2012Issuance of Draft Solicitation - May/June 2012 Pre-Proposal Conference approximately 2 weeks after posting of Draft SolicitationComments on Draft Solicitation - approximately 2 weeks after Pre-Proposal conferenceFinal RFP Jun/July 2012 with Proposals due on or about August/September 2012Contract Award January/February 2013The Government does not intend to acquire a commercial item using FAR Part 12. This procurement will be for 5 years with a one-year base period and four one-yearoptions.The Fully Integrated Lifecycle Mission Support Services (FILMSS) procurement is a newrequirement for support services for a sustained capability for Ames Research Center thatencompasses all phases of mission and project lifecycles for flight programs andprojects, especially those for ISS and those involving living organisms, research andtechnology development, as well as support for other programs and functional offices anddirectorates at ARC. The work will be performed primarily at Ames Research Center (ARC), Moffett Field,California.All responsible sources may submit an offer which shall be considered by the agency. NASA FAR Supplement Clause 1852.215-84, Ombudsman, is applicable. The installationOmbudsman is, Charles W. Duff, charles.w.duff@nasa.gov, 650-604-6335. No solicitation has been issued; therefore, do not request a copy of the solicitation. Itis the potential offeror's responsibility to monitor FedBizOpps and the NASA AcquisitionInternet Service for the release of any solicitation. Prospective offerors shall notify this office of their intent to submit an offer.Notification is hereby provided of the availability of the Contracting Officer andtechnical representative to meet with interested parties on Mondays, Tuesdays and Fridaysfrom 9am to 10 am for one half hour meeting once before the draft Request For Proposal(RFP) is released and once after the draft RFP is released.It is the offeror's responsibility to monitor the Internet site for the release of thesolicitation and amendments (if any). Potential offerors will be responsible fordownloading their own copy of the solicitation and amendments (if any). Any referencednotes may be viewed at the following URLs linked below.
