- This synopsis is being posted to both the Federal Business Opportunities (FBO) website located at http://www.fbo.gov and the Navy Electronic Commerce Online (NECO) website located at http://www.neco.navy.mil. FBO is the primary point of entry to be used when access to synopses and solicitations from the World Wide Web is required. However, the NECO website serves as alternatives in case the FBO website is unavailable. Naval Surface Warfare Center, Crane Division intends to award a contract for a quantity of one Field Emission Scanning Electron Microscope (FE-SEM) manufactured to meet all Government required performance specifications. The FE-SEM will be Contract Line Item Number (CLIN) 0001. The following CLINs will be included as options. Option CLIN 0002 UPS Battery Back-up; Option CLIN 0003 Retractable STEM Detector; Option CLIN 0004 Retractable 4 Quadrant Si Backscattered Electron Detector; Option CLIN 0005 Electron Flight Simulator-E; Option CLIN 0006 EBSD System With High Resolution EBSD; Option CLIN 0007 Probe Current Optimizer Device; Option CLIN 0008 Thin Film Analysis Feature for the EDS System; Option CLINs 0009 through 0012 Out-Year Maintenance Requirements. Option CLINs 0001 through 0008, if exercised, will be exercised on or before one year from the effective date of contract. Option CLINs 0009 through 0012 for Out-Year Maintenance will be exercised prior to expiration of the previous maintenance agreement. Inspection and acceptance will be at destination by NSWC Crane personnel with an acceptance period of 14 days. Delivery will be FOB destination to Naval Surface Warfare Center, Bldg 3334, 300 Hwy 361, Crane, IN 47522-5001. The requirement will be negotiated on a full and open competition basis. The contractor must be properly registered in the Government s Central Contractor Registration (CCR) to receive an award. Offerors may obtain information on CCR registration and annual certificate requirements by calling 1-888-227-2423, or via the internet at https:///www.bpn.gov/ccr/. In accordance with FAR 4.1201, the contractor shall also complete electronic annual representations and certifications via the Online Representations and Certifications Application (ORCA) website at http://orca.bpn.gov in conjunction with required registration in the CCR database. The solicitation will be available at FedBizOpps and NECO on or about 18 April 2012. No hard copies of the solicitation will be mailed. Responsible sources may submit an offer which shall be considered by the agency. Submitting a proposal from the NECO website by clicking on the Submit Bid does not guarantee offers will be received by the proper person in the correct format.
