Synopsis: The Portland VA Medical Center (PVAMC) intends to negotiate on a sole source basis FAR 13.106-1(a)(2)(b)(2) with Bioquell Incorporated, 101 Witmer Road, Horsham, PA 19044 as the only responsible source that can provide the manufacturers authorized preventative maintenance and repair necessary to maintain peak efficiency and reliable operation through the life of the Bioquell Hydrogen Peroxide Vapor Generator. NAICS 811219, with a Size Standard of $7.0 million for reporting actions purposes. There are no set-aside restrictions for this requirement. The following will be procured for the Portland VA Medical Center (PVAMC) Preventative Maintenance: The Bioquell HPV gas generator preventative maintenance agreement shall be specifically designed to ensure that the PVAMC's Bioquell hydrogen peroxide vapor generator will receive the essential scheduled preventative maintenance necessary to maintain peak efficiency and reliable operation throughout the products service life. Bioquell Preventative Maintenance Shall Provide the Following: Essential planned maintenance visits by factory trained Bioquell service engineers. Essential re-calibration and recommended parts replacements to ensure the Bioquell generator is correct and functional to the original design specifications. All re-calibrations are performed using multiple point methods to ensure linearity of operation. Hardware and software upgrades, as well as notification from Bioquell service bulletins, will be performed to maintain the Bioquell unit to its optimal specifications. If a fault condition should arise, corrective action shall be provided to PVAMC with outstanding technical support in a timely fashion. All work carried out during a preventative maintenance visit shall be conducted in accordance with equipment specific, Bioquell standard protocols: This document shall include all test methods and provide a record of all the work undertaken and measurements recorded. Examples of this testing includes: "Conduct visual inspections of the unit for any visible signs of damage, loose fittings "Electrical or mechanical fittings "Report and rectify findings accordingly "Execute recommended annual part replacement, as detailed in the ClarusTM specific "Maintenance, calibration and functional testing document "Calibrate internal or external gas concentration sensor if fitted "Test low-low and high-high pressure switches "Test and calibrate airflow and pressure transducers "Test and calibrate all temperature sensor and transmitters "Perform filter differential pressure tests, refrigerant level check, certification check, and HEPA filter pressure measurements "Perform function tests, system leak integrity test, ball valve position/operation test "Solenoid valve check, mechanical function tests, gassing performance function test Hardware and software upgrades performed to maintain the Bioquell unit to the original specification shall be performed free of charge during the contract term. Any major product enhancements or further developments, if and when available, shall be considered as chargeable extras beyond the scope of this contract. This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement. However, parties interested in responding to this notice shall submit technical data, including cost, sufficient to determine capability in providing the same product. All capability statements received by closing of this notification of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
