Description
U.S. Postal Service Sources Sought Notice 3A-12-A-0032 Software Process Management Monday April 4, 2012 The United States Postal Service (USPS) is requesting information to pre-qualify parties interested in providing software configuration management, software process improvement, web development, and Independent Verification and Validation (IV&V) services to the USPS Engineering Systems Software Process Management (SPM) group. This sources sought notice is to request information for planning purposes only. This is not a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to solicit responses from interested suppliers to determine which are capable of providing the potential material and/or services described. SPM supports the Engineering Systems organizations which deploy automated systems and software for mail processing and operations that require high quality and reliable software. General Requirements SPM requires personnel to supplement USPS staff in performing the tasks identified below. Between fifteen (15) and twenty (20) individuals are contemplated for this effort, contingent upon budget. 1) Software Process Improvement (SPI) to include process planning and policy support, process metrics, performance measurement, process tools management services, and additional SPI support services. 2) Software Configuration Management (SCM) to include SCM builds and audits, release management, document control, code analysis, documentation reviews, and SCM tools methodology/applications. 3) Web Maintenance and Support to include web page design and authoring, and additional web maintenance support services. 4) Implementation and IV&V to include software requirements analysis, software requirements interface analysis, software design analysis, traceability analysis, deliverables verification, test plans and reports, testing performance and observations, and technical reviews and audits. 5) Technical Writing and Program Documentation to provide technical writing and documentation support. Facility Requirements Work under the terms of the contract, work will be performed at the USPS Engineering Systems facilities in M errifield, VA. Travel Requirements Supplier personnel will be required to attend meetings, test and build events, and other related activities at USPS and supplier facilities throughout the United States. Travel expenses must be within USPS travel regulations as detailed in Handbook F-15. All travel arrangements must be pre-approved by the USPS SPM Manager prior to ticketing. Contract Requirements This time and materials contract calls for a period of performance of two years with three one-year options to be exercised or not, at the discretion of the USPS. Labor Category Requirements The required labor categories and minimum qualifications are as follows: Software Assurance Analyst At least three (3) years experience in quality assurance in a software development environment: Review, verify, and validate Software Development Life Cycle (SDLC) documentation Ensure requirements traceability throughout all SDLC documentation Participate in software testing Writing technical reports that are technically accurate, complete, and correct Software Assurance Analyst Lead At least six (6) years experience in quality assurance in a software development environment: Review work of team members as related to reviewing, verifying, and validating SDLC documentation Ensure requirements traceability and technical accuracy throughout all SDLC documentation Participate in software testing Strong oral and written communication skills Relies on experience and judgment to plan and accomplish goals Software Configuration Analyst At least three (3) years experience in configuration management in a software development environment: Review, verify, and validate SDLC documentation Ensure requirements traceability through code analysis Write technical reports that are technically accurate, complete, and correct Familiarity with Windows, NT, VMS, and/or UNIX environments Relies on experience and judgment to plan and accomplish goals Web Engineer At least two (2) years experience in a related field using commonly used concepts, practices, languages, and procedures within web development such as: SQL, C++, HTML, CGI, JAVA/J2EE Object Oriented Programming, IIS, Websphere, Cold Fusion, Oracle 9i/10g/11g Familiarity with Windows, NT, VMS, and/or UNIX environments Web site support, design, and authoring Ability to write scripts Relies on experience and judgment to plan and accomplish goals Technical Writer At least two (2) years experience in the technical writing field or in a related area. Has knowledge of commonly used concepts, practices, and procedures of technical writing Document Control Specialist At least three (3) years experience in the field. Familiarity with concepts, practices, and procedures for the field as related to software archival. Relies on experience and judgment to plan and accomplish goals. Software Process Improvement and Implementation At least five (5) years experience in the field or in a related area. Familiarity with a variety of the field's concepts, practices, and procedures standards such as: SEI CMMI, IEEE, ISO9001:2000 Relies on extensive experience and judgment to plan and accomplish goals. A wide degree of creativity and latitude is expected. Systems/Software Engineer At least two (2) years experience in the field. Has knowledge of commonly used software systems engineering concepts, practices, and procedures. Submission Requirements The USPS intends to pre-qualify suppliers for participation in a future Request for Proposal on the basis of responses to this sources sought notice. Interested parties should provide the following information in response to this notice: •1. Company name, location, facilities, management structure, and key management personnel and contact information. •2. Relevant experience with contracts of a similar technical scope and nature to those specified herein. •3. Resumes of individuals who are contemplated to be assigned to the contract in the event of an award. •4. Financial statements for current and prior two years. •5. Any prior experience in providing similar services to the U.S. Postal Service. Pre-qualification will be based on evaluation of supplier responses to submission requirements one through five. Responses to this notice will be pre-qualified based on the following factors: Corporate Experience with similar contracts Personnel Experience Financial viability Past performance Adherence to this notice's instructions Failure to address all of the submission requirements may result in removal from consideration. Once sources are pre-qualified, a formal solicitation may be issued.
