- THIS IS A SOLE-SOURCE PROCUREMENT.NASA/GRC has a requirement for machine notches of low cycle fatigue specimens.NASA/GRC intends to purchase the items from Metcut Research Inc. of Cincinnati, Ohio. The statutory authority permitting other than full and open competititon is 10 U.S.C.2304(c)(1), only one responsible source and no other supplies or services will satisfyagency requirements. Metcut Research can provide the highly specialized capabilities,skills, and experience necessary to machine notches in Ni-base superalloy fatiguespecimens with a smooth, consistent surface finish. The specimen machining finish iscrucial to preventing premature fatigue crack initiation and generating fatigue testresults consistent with previous results. A smooth notch surface is also required fordetermining fatigue crack initiation sites during and after fatigue testing.The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon April 11, 2012. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.NASA Clause 1852.215-84, Ombudsman, is applicable.
