Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. R12PS430023 is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-56. This is a total small business set-aside under NAICS 541690 with an associated small business size standard of $7.0M. PSC is F020. CLIN 0001: Rio Grande Silvery Minnow Spawning Periodicity; 1 job (May - September 2012): $___________________. Extended Description: The scope of this requirement is to collect data that will enable characterization of the timing, duration and magnitude of RGSM spawning in each reach (Albuquerque, Isleta and San Acacia) of the Middle Rio Grande. This includes sampling the river during the spawning season (spring run-off)to detect spawning events, and to inform and to coordinate with the US Fish and Wildlife Service and the BioPark. The Program is also interested in investigating RGSM spawning associated with summer monsoons as a possible add-on to this project. The contractor may be requested to retain and provide egg samples for other Program purposes. The objectives are: (1) Collect data that will enable characterization of the timing, duration, and magnitude of RGSM reproduction in the Middle Rio Grande to assess temporal and spatial patterns in spawning effort; (2) Collect data that will aid in the understanding of egg flow within and between the 3 reaches of the Middle Rio Grande; and (3) Determine if/how the spawning monitoring data relates to the existing population monitoring data. The provision at 52.212-1, Instructions to Offerors-Commercial applies to this acquisition. By the provision at 52.212-2, Evaluation-Commercial Items, technical capability of to meet the Government requirements, past performance, and price (listed in descending order of importance) will be used to evaluate offers. Technical capability and past performance, when combined, are significantly more important than cost or price. Offeror must submit a technical approach narrative as volume 1; and price proposal in volume 2. The following addenda to 52.212-2 apply: WBR 1452.211-80 Notice of Intent to Acquire Metric Products and Services; WBR 1452.225-82 Notice of World Trade Organizations Government Procurement Agreement Evaluations; ET 02-20 Authorized Workers Notice to Potential Bureau of Reclamation Contractors. The provision at 52.212-3, Offeror Representations and Certifications must be completed and be active online at http://orca.bpn.gov. The clause at 52.212-4, Contract Terms and Conditions-Commercial Items applies.
