Sources Sought Notice - 2nd request Draft Performance Work Statement (PWS) and draft evaluation criteria. Industry Day slides (part 2) presented by Chris Appleby and Tedd Ogren. Industry Day slides (part 1) presented by Darlene Seminko. THIS IS A REVISED SOURCES SOUGHT NOTICE (AS OF 04/04/12). PLEASE REFER TO ATTACHMENTS POSTED ON 04/04/12. WASHINGTON HEADQUARTERS SERVICES ACQUISITION DIRECTORATE 2521 S. CLARK RD. SUITE 3000 ARLINGTON, VA 22202 This is a Sources Sought Notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The Department of Defense (DoD), Washington Headquarters Services (WHS), Acquisition Directorate (AD) is seeking firms in NAICS Code 541611 in assisting the Directorate for Organizational and Management Planning (O&MP) staff in the performance of numerous activities and minimum specifications/capabilities listed below. In your capability statement, please indicate if you are a large or small business. If you are a small business, please indicate your socio-economic category. The service provided to the Directorate for Organizational and Management Planning (O&MP) shall meet the following minimum capabilities: Directorate for Organizational and Management Planning Services This requirement is for services supporting and assisting the Directorate for Organizational and Management Planning (O&MP) staff in the performance of numerous activities, including, but not limited to, known or anticipated program management, knowledge management and associated information system tools, administrative and security matters, studies, research, analysis, and survey instrument design, distribution, collection, and analysis. Successful Firms must demonstrate in their response to this notice the ability to: 1) Provide key personnel that have a Secret Clearance or higher before starting work, as the core work accomplished is in a Secure Information Facility. 2) Develop, support, manage, and excel in providing inputs and products for the Department's legislative processes, the DOD Issuance process, Federal Financial Managers' Act of 1982 processes, and Federal Advisory Committee Act processes. 3) Develop, support, manage, and customize Sequel Server applications, Share Point 2008 or 2010 web formats and applications, and HTML based web sites. 4) Quickly provide additional knowledge management services and expertise for rapidly emerging requirements from the leadership of the Department (response time and capacity of their "bench"). 5) Develop, support, manage, and evaluate (the results of) survey instruments. The draft Performance Work Statement (PWS) and draft evaluation criteria along with the Industry Day slides are available for comment. The Government requests interested parties to submit a letter of interest, statement of current capability to perform the above services, business size, and any comments on the draft PWS and draft evaluation criteria to catherine.stevens@whs.mil by April 13, 2012 at 05:00 p.m. EST. At this time, no solicitation exists; therefore, DO NOT REQUEST A COPY OF THE SOLICITATION and DO NOT SUBMIT OFFERS. After a review of the responses received, a pre-solicitation notice and solicitation may be published on Federal Business Opportunities (FedBizOps) website. It is the potential Offeror's responsibility to monitor FedBizOps for release of any future solicitation that may result from this Sources Sought Notice. However, responses to this Sources Sought Notice will not be considered adequate responses to any resultant solicitation. IF A SOLICITATION IS ISSUED IT WILL BE ANNOUNCED AT A LATER DATE, and all interested parties must respond to that solicitation announcement separately from the responses to this notice. Additional information, as it becomes available, will be posted as amendments to this announcement. All amendments will be available for viewing at this website. It is incumbent upon the interested parties to review the site frequently for any updates and amendments to any and all documents.
