- Limited Sources Justification RFQ GSCQF0B1232479 This synopsis provides notification of the Government's award of a sole source hybrid Firm Fixed Price (FFP)/Time and Materials (T&M) Task Order (TO) in support of the U.S Air Force (USAF) Communications and Information Directorate in the 75th Air Base Wing at the Ogden Air Logistics Center (75ABW/SC), Hazardous Materials Management System Program Managment Office (HMMS PMO) utilizing the procedures of FAR Part 8, to the following incumbent contractor: IHS Global Inc 15 Inverness Way East Englewood, CO 80112 This sole source TO provides the HMMS PMO continued Hazardous Materials and Hazardous Waste (HM/HW) Management System (HM/HWMS) support. The HM/HWMS support provided in this requirement allows Government agencies supported by HMMS PMO to remain in compliance with Title 40 of the Code of Federal Regulation (CFR) Part 372, Superfund Amendments and Reauthorization Act (SARA) of 1986, Air Force Instruction 32-7086 requirements, as well as many other HAZMAT related regulations. IHS will continue to provide on-going HM/HWMS application support to Department of Defense (DOD) and Government sites and program management support to 75ABW/SC. This TO provides management, supervision, engineering services, personnel, and labor required to test, develop, train, and HM/HWMS support. The previous HM/HWMS requirement expired on 3/27/12 and the Government awarded a 3-year sole source TO that consists of one (1) 12-month Base Period and two (2) 12-month Option Periods to IHS to ensure continuity of services. It was critical that the HMMS PMO not experience a break in services to avoid costly fines, increased hazardous waste, and poor HM/HWMS support at numerous DOD and Government sites. This TO was awarded on a sole-source basis to IHS pursuant to FAR 8.405-6(a)(1)(i)(B), only one source is capable of providing the HM/HW application and services at the quality required because the supplies or services required are unique or highly specialized Any questions regarding the sole source TO shall be directed to the GSA FEDSIM Contracting Officer, Wesley L.
