Description
This class synopsis is being posted to both the Federal Business Opportunities (FBO) website located at http://www.fbo.gov and the Navy Electronic Commerce Online (NECO) website located at https://www.neco.navy.mil. FBO is the primary point of entry to be used when access to synopses and solicitations from the World Wide Web is required. However, the NECO webpage serves as an alternative if the FBO website is unavailable. The Naval Sea Systems Command and various ordering activities designated in Basic Ordering Agreements N0002410G4315 and N0002410G4316 plan to issue multiple orders with Electric Boat Corporation, 75 Eastern Point Road, Groton, CT 063404905 and Huntington Ingalls Industries Newport News Shipbuilding for unique parts held by these companies. This class synopsis will cover multiple orders through 30 September 2012 to include line items for emergent USS SEAWOLF (SSN21) and USS VIRGINIA (SSN774) Class Submarine Shipbuilder Coded Stock Unique Parts and Specialized Materials not otherwise available through regular purchasing channels or the Navy supply system in time to meet mission requirements. Procurements under this class synopsis will be conducted on a sole source basis in accordance with the statutory authority in 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1. The basis for restricting competition is that Electric Boat and Huntington Ingalls Industries Newport News Shipbuilding are the only companies that possess the inventory and have the necessary skill set to provide certain specialized materials used on USS SEAWOLF Class and USS VIRGINIA Class submarines. The Government does not possess the Level III drawing package, specifications, and test procedures to allow for full and open competition. These procurements are unique to the USS SEAWOLF Class (SSN21) and USS VIRGINIA Class (SSN774) submarines and must integrate precisely with existing equipment in terms of form, fit, function, and compatibility.
