Full Solicitation Solicitation Number: AB133F-12-RQ-0244 Notice Type: Pre-Solicitation Notice Synopsis: The National Oceanic Atmospheric Administration (NOAA) Resource Assessment and Conservation Engineering (RACE) Division, Mid-water Assessment and Conservation Engineering (MACE) Program, has a requirement for a trawl vessel charter to conduct ongoing studies of gear performance and fish behavior in trawls, as well as studies of trawl modifications to reduce effects on seafloor habitat features and by-catch. RACE/MACE conducts scientific studies to investigate ways to reduce by-catch, by-catch mortality and the effects on of fishing on seafloor habitat in the Exclusive Economic Zone (EEZ) off the coast of Alaska. Contractor shall provide vessel, crew, equipment, tools, materials, supervision, transportation and services necessary to provide a ten day, with the possibility of up to an additional ten days, charter to perform conservation engineering studies, as detailed in the Statement of Work. Fuel will either be reimbursed at cost, or provided via a Defense Logistics Agency (DLA) fueling station. The resulting supply contract will have a base period of performance from approximately June 1, 2012 through May 31, 2011 (sailing occurring between June 15-September 30, 2012 - exact dates will be agreed upon at post-award meeting), with two (2) one-year option periods, consecutively occurring after the base period. The proposed procurement is set-aside 100% for small business. The NAICS code for this procurement is 483114 and the size standard is 500 employees. All responsible and fully responsive sources may submit a proposal which will be considered by the Agency. Any resulting contract will be awarded as a firm-fixed-price, lowest-price, technically acceptable (LPTA) contract. Solicitation documents will be made available for download on or about April 2, 2012 at http://www.fedbizopps.gov/. Paper copies of this solicitation will not be issued. Interested parties should use the FedBizOpps "Add To Watchlist" and "Add Me To Interested Vendors" features which provide a notification when the RFQ becomes available for download as well as all postings of information associated with this solicitation, thereafter. Each potential offeror is responsible for checking the FedBizOpps website to gain all current information related to the solicitation. The estimated response due date is May 8, 2012; however, the actual date offers are due will be stated within the solicitation documents.
