Description

The VISN 11 Network Contracting Activity (NCA) hereby gives notice of intent to award a sole source contract to Quality Health Care Consultants (QHCC), 131 E. Sexton, Breckenridge, MI 48615-2513 to provide Advisory and Assistance Services and Performance Improvement in a Health Care setting ensuring the VANIHCS Quality Management Program increases its' functionality and that appropriate provisions of oversight in these areas are in place. Department of Veterans Affairs, VISN 11, VA Northern Indiana Health Care System (VANIHCS) Medical Center is a dual campus facility with inpatient psychiatric, acute medicine, intensive care, domiciliary - Substance Abuse Residential Rehabilitation Treatment (SARRTP) - and long-term care inpatient beds. The medical centers are located in Fort Wayne, IN and Marion, IN and provide Primary and Secondary (Urgent Care/Emergency Care) care to approximately 39,000 Veterans annually. Additionally, VANIHCS has four (4) Community Based Outpatient Clinics (Goshen, Muncie, Peru, and South Bend) which provide both Primary and Mental Health Care. VANIHCS is currently accredited by the Joint Commission and is anticipating a site visit within the year. Proper mitigation of Inspector General (IG) CAP findings and preparation for any/all upcoming external reviews is essential. The NCA intends to negotiate with only one source under authority of FAR 6.302-1; only one responsible source and no other supplies or services will satisfy agency requirements. Quality Health Care Consultants (QHCC) has served as a contracted Quality Management Specialist at VA Northern Indiana Health Care System (VANIHCS) Medical Center in the past year and was able to work extensively with the Quality Management Department to provide guidance and structure to the program. QHCC's knowledge of VHA Quality Management programs will allow QHCC to adequately mentor the chief of VANIHCS, serve as an accreditation consultant, and provide advice and recommendation on accreditation requirements for external accrediting organizations (i.e., JC, CARF, and OIG). Note: JCAHO accredited programs include, Behavioral Health, Long Term Care, Home Based Primary Care and Acute Medicine. QHCC has the knowledge of serving as an accreditation specialist and developed the Continual Readiness Teams and provided guidance and the educational tools that were instrumental to the team's success. There is a further need for QHCC's expertise regarding tracer activities in working with the Continual Readiness Teams that QHCC helped develop, concerning tracer activities and how to successfully conduct a tracer. Please do not request a copy of a solicitation. This notice is neither a request for competitive proposals, nor is it a solicitation of offers. Any response to this notice must demonstrate clear and convincing evidence that competition would be advantageous to the Government and any capability statement provided must address services listed above. Written communication received will be considered solely for the purpose of determining whether to conduct a competitive procurement. If no affirmative written response is received on or before April 16, 2012, the contract will be awarded without further notice. No telephone inquiries will be accepted. A determination by the Government to not compete this requirement based on responses to this notice is solely within the discretion of the Government. THIS SYNOPSIS DOES NOT COMMIT THE GOVERNMENT TO CONTRACT FOR ANY SUPPLY OR SERVICE. THE GOVERNMENT WILL NOT PAY FOR ANY INFORMATION OR ADMINISTRATIVE COSTS INCURRED IN RESPONSE TO THIS SYNOPSIS.
