Description
SMALL BUSINESS MULITIPLE AWARD TASK ORDER CONTRACT (MATOC) AND TASK ORDER 0001 - OAHE STILLING BASIN ABUTMENT STABILIZATION, OAHE DAM, SD. On or about 16 April 2012, this office will issue a Request for Proposal (RFP) for a wide range of design-build and construction services at sites primarily in Iowa, Nebraska and South Dakota to include buildings, structures, and/or site work. This will be a Multiple Award Task Order Contract (MATOC) with up to five (5) Small Business (SB) awards with a shared capacity of $49,000,000. The minimum guarantee amount for the 5 year performance period is $10,000. Work completed under this contract lies within NAICS Code 237990, Commercial and Institutional Building Construction. The small business size standard for this NAICS Code is $33.5M. The solicitation will close on or about 16 May 2012. Performance and payment bonds will be required on a task order basis. This solicitation is RESTRICTED TO SMALL BUSINESS PARTICIPATION. As part of this solicitation, Task Order No. 0001 will be awarded to the Offeror deemed to be the best value. Task Order No. 0001 is Oahe Stilling Basin Bridge Abutment Stabilization, Oahe Dam, SD. Provisions in the solicitation documents will provide site visit information 'meeting place, time, points of contact, and access requirements'. Task Order No. 0001 Description: (Approx. quantities) The work includes the installation of bank stabilization, rock riprap protection, for the left (east) bank of the Stilling Basin Channel under and adjacent to the Stilling Basin Bridge. Primary work will include installation of embankment (approximately 1000 CY), geotextile fabric (approximately 700 SY), rock riprap (approximately 4500 ton) and choke material (approximately 175 ton) as designated in the specifications and drawings. Required ancillary work will include; establishing a road to the stabilization site down the bank line upstream and downstream of the primary work area; culvert flared end installation; removing any down trees and trees within the work area. After completion of project the upstream access road will remain in place and shall be shaped, top soiled and seeded. The downstream access road will be reclaimed by direction of the contracting officer. The work shall be located at the Stilling Basin Bridge on the Oahe Project, which is located approximately 6 miles North of Pierre, South Dakota. The estimated construction cost of Task Order No. 0001 is between $250,000 and $500,000. For Task Order No. 0001, the Contractor will be required to commence work within 10 days after notice to proceed. Performance and payment bonds will be required. Provisions will be included for liquidated damages in case of failure to complete the work in the time allowed. Bonding documents including the power of attorney shall bear an original signature by an officer of the surety.
