Description
STATEMENT OF WORK FOR #2 OIL DELIVERIES This solicitation is for #2 Fuel Oil for the Philadelphia VA Medical Center. The period of performance is one base year, with four (4) one-year renewal options. The option year will be evaluated for award purposes, but will not be exercised at the time of contract award. The price per gallon for the base year plus four (4) one-year option years will be based on the cost index as contained in the "Petroleum and Other Liquids - No. 2 Distillate Prices by Sales Type - No. 2 Diesel Heating Fuel, Ultra Low-Sulfur - Commercial/Institutional Users" Index for Pennsylvania as published by the U.S. Energy Information Administration website http://www.eia.doe.gov. The Cost Index, for the purposes of price determination under this clause, shall be the most recent published prior to the closing date for receipt of offers, or the due date for receipt of best and final offers if discussions are held. All price adjustments shall be applicable only to the specific contract option period to which the calculations are made. For every option year period, new calculations shall be made and new prices determined. The contracting officer must make new contract price adjustments at the beginning of each option year renewal. The contracting officer shall calculate the new price and, within 5 business days of option renewal, issue a modification to the contract adjusting the price(s). The adjusted price(s) shall be effective for all orders placed during the performance period of the specific option renewal being exercised. SERVICES: The contractor shall provide all labor, equipment, materials, and delivery necessary to fill 157,300 gallons tanks with #2, Ultra-Low Sulfur, Dyed Diesel fuel for the PVAMC, 3900 Woodland Avenue, Philadelphia, PA 19104. GENERAL: The contractor shall furnish and deliver #2 Diesel Fuel Oil to 10 underground storage tanks at the Philadelphia, VA Medical Center. SPECIFICS: "The contractor shall deliver fuel as required not expected to exceed 7,500 gallons per delivery for the Boiler Plant, and not to exceed 5000 Gallon Trucks to Top the generator's Tanks. Delivery time for the Boiler Plant (not to exceed 7500 gallons) shall be between 8:00 PM and 5:00 AM. Weekdays and anytime during the week end Due to site constrains. The Generator's Delivery Shall be during normal working hours the delivery Truck must be capable of driving and turning is one lane to reach the generator tanks( not to exceed 5000 Gallons) "The delivered fuel shall have an Ultra-low Sulfur content on no greater than 0.2% by weight. "The delivered fuel shall be dyed in color for off highway use. "The contractor shall observe all DOT required safety precautions. "Storm water inlets, manholes, and any other possible routes which may be a source of ground water contamination shall be properly covered or protected. "The contractor shall provide constant monitoring and have materials on-hand for spill control. "Delivery shall be made with 24 hours of notification by the Philadelphia VA Medical Center up to four times per week. Estimated Generator Tank topping is one load 5000 Gallon every three months. **The Boiler Plant will be fully operated on gas effective January 1, 2014. #2 Oil will be standby. The contractor shall submit to the VA its Emergency Plan to deliver oil during Disaster/Emergency Conditions.
