Description

The Department of Veterans Affairs, NCO 10 Dayton Contract office intends to make a sole source award to Wright State University, a Large Business, for the purchase of the EBSCO database package that includes Elsevier/Academic Press, Wiley/Blackwell, Springer (EJC), American Psychological Association, Brill/Adis, Springer E-books and Thieme. The Statutory authority for this sole source purchase is Title 10 U.S.C. 253 (c) (1) as implemented in the FAR 6.302-1. The applicable NAICS Code is 611310, Colleges, Universities, and Professional Schools, with a size standard of $7.0M. A Justification and Approval to procure using other than full and open competition is available upon request. This procurement is a sole source requirement and is not a solicitation or a request for competitive proposal. A determination not to compete is solely within the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Responses must be received no later than April 5, 2012 at 9:00 am EST by sending an e-mail. All interested parties, must be registered in Central Contracting Registration (CCR) database. This notice is for informational purposes only. ***No response to this special notice is necessary*** Questions may be directed to Shelley Allen, Contracting Specialist via e-mail at Shelley.Allen@va.gov. However, any data received will be for the sole purpose of market research for future proposes.
