Picture - Mounting Locations Picture - Irregular shape dimensions Market Survey - Sources Sought Notice MH-60T Helicopter Controllable Searchlights THIS NOTICE IS TO ASSIST THE USCG IN DETERMINING POTENTIAL SOURCES ONLY. IT DOES NOT CONSTITUTE A REQUEST FOR PROPOSAL (RFP) AND SHOULD NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT TO ISSUE A FORMAL SOLICITATION OR TO ULTIMATELY AWARD A CONTRACT. THE U.S. GOVERNMENT IS IN NO WAY LIABLE TO PAY FOR OR REIMBURSE ANY COMPANY OR ENTITY THAT RESPONDS TO THIS NOTICE. ANY COSTS INCURRED IN RESPONDING TO THIS NOTICE WILL NOT BE REIMBURSED. The United States Coast Guard (USCG), Aviation Logistics Center, is issuing this sources sought notice as part of a market survey for a dual mode (white/IR) MH-60T Helicopter Controllable Searchlight. The purpose of this notice is to gain knowledge of commercially available products. The USCG will consider suggestions from potential suppliers. The applicable North American Industry Classification Standard Code is 336413 - Other Aircraft Part and Auxiliary Equipment Manufacturing. Required Technical Features In order to fit in the existing aircraft and meet the needs of the USCG, the controllable searchlights MUST: 1. Require no modification to the helicopter airframe upon installation. 2. Require no electrical modification to the helicopter. 3. Meet vibration standard MIL-STD-810F. 4. Meet EMI Standard MIL-STD-461E. 5. Operate in temperatures between -40˚C and +55˚C. 6. Power input shall be 22.0 - 29.0 VDC per MIL-STD-704A. 7. Use connector MS3459W20-18P. 8. Use existing mounting locations (SEE PICTURE, ATTACHMENT 1). 9. Fit an irregular shape with dimensions of an area at the bulb 6.812" wide, 6.0" deep. At motor cut-out 2.5" wide, 2.75" high, 7.0" deep. (SEE PICTURE, ATTACHMENT 2). 10. Have all gears and motors environmentally sealed. 11. Rotate 180˚ left and right. 12. Extend from 0˚ (stowed) to 135˚ (fully extended). 13. Be capable of deploying into the airstream at airspeed of 155 knots and maintain position. 14. Be compatible with Night Vision Goggles operating at near IR spectrum 875 ±75 nm; minimum intensity NRI of 10; NVIS Radiance Intensity. 15. Have a minimum of 250,000 candlepower. 16. Weigh no more than 9 pounds. 17. Be painted with polyurethane paint, orange (FSCN 12250) in color and meet MIL-PRF-85285 Type I. Primer shall meet MIL-PRF-2377 Type I Class C. Responses to this notice shall provide proof that the offered searchlight meets the required technical features. The estimated unit price and lead time for acquiring the product shall also be included. Interested organizations who think they possess the necessary capabilities should respond by providing the Government the following information: point of contact, address, telephone and fax numbers, e-mail address, DUNS Number, CAGE Code and/or Tax ID Number, business size category (large, small, small disadvantaged, etc.), a brief summary of the company's capabilities, description of facilities, personnel, and related manufacturing experience. Provide any supporting information such as commercial literature, catalogs, etc., and answers for the following questions: (1) Is your product listed on a GSA schedule? (2) Are other government agencies using your products, and if so which agencies, POCs and contract numbers? Responses must be received on or before 13 Apr 2012 at 3:00 PM, EST. Any information provided to the Government as a result of this Sources Sought Notice is voluntary. Responses will not be returned. All information marked as proprietary information will be safeguarded to prevent disclosures to non-government personnel and entities. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of submission of a response, or the Government's use of such information. Responses to this sources sought notice are NOT a request to be added to a list of prospective offerors or to receive a copy of any future solicitation. Firms responding to this sources sought notice are advised that their response does not constitute a request to be considered for a contract award. If the Government proceeds with an acquisition, a solicitation will be posted on FedBizOpps.gov.
