Description
The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Acquisition Division - Kansas City Office, 601 East 12th Street, Room 1756, Kansas City, Missouri 64106 is conducting market research for the purpose of identifying sources who have demonstrated capabilities in providing initial and recurrent pilot training to include ground school and flight simulator training in the following aircraft: Gulfstream IV-SP (8400 series), Hawker Beechcraft King Air 350C ER, and DeHavilland Twin Otter (DHC-6). This request for information is for planning purposes and does not constitute a commitment, implied or otherwise, that a procurement action will be issued No solicitation of offers is made by this synopsis. Background: The Aircraft Operations Center (AOC) is a Center of the NOAA Marine and Aviation Office. The airplanes of the AOC are flown in support of NOAA's mission to promote global environmental assessment, prediction and stewardship of the Earth's environment. NOAA's aircraft operate throughout the United States and around the world; over open oceans, mountains, coastal wetlands, and Arctic pack ice. The airplanes are flown by NOAA Corps pilots. The NOAA Corps is one of the nation's seven uniformed services. Potential Requirement: The contractor shall provide for the Department of Commerce, NOAA's Aircraft Operations Center (AOC), Initial and Recurrent Pilot Training to include Ground School and Flight Simulator Training in the following aircraft: Gulfstream IV-SP (8400 Series), Hawker Beechcraft King Air 350C ER, and DeHavilland Twin Otter (DHC-6). In addition, the contractor shall provide Initial Flight Training that qualifies the student with a FAA Commercial Multi-Engine Land and Instrument Rating upon course completion. The contractor must be a certified Federal Aviation Administration (FAA) Federal Aviation Regulation (FAR) Part 61, 91 or 141 Agency. For standardization purposes between aircraft platforms and AOC Aircrews, the contractor must be able to provide for at least two of the four events previously listed in this paragraph. Training shall be conducted at the contractor's facility. Training of AOC flight crewmembers is not to be conducted between the hours of Midnight and 6:00 AM, to include simulator/flight pre and post briefings, unless pre-approved by the enrolling pilot and COTR. Every reasonable effort should be made to conduct the training between 8:00 AM and 8:00 PM. Training may be conducted 7 days a week. To maintain continuity between simulator/flight training sessions, the contractor is requested to minimize the switching of simulator/flight instructors between sessions. The minimum length of crew rest between training periods on consecutive days shall be 12 hours. If the AOC flight crewmember has not passed the applicable pilot practical test or proficiency check after completion of the training outlined, the contractor shall withhold further training and immediately notify the Contracting Officer (CO). The CO may authorize additional training after consulting with the Chief, Flight Training Officer at AOC. The rate per hour for additional simulator training shall be at or below the rate per hour for the previously completed simulator training. Upon completion of all training, the contractor shall issue a Certificate of Training imprinted with, at a minimum, the student's name, the aircraft in which certified, the type of checks completed (61.56, 61.57, etc.) and the Airmen Certification Number. These certificates shall be mailed to NOAA's Aircraft Operations Center, attention Chief, Flight Training within two weeks of course completion. Simulator instructors shall be certified by FAR Part 61 as flight instructors and shall maintain certification as specified by the appropriate FAR's. Specific Aircraft Requirements One-Time Initial training One-Time Recurrent training Full-Service Initial training - allowing two visits during a 12-month period (one initial and one recurrent) Full-Service Recurrent training - allowing two visits during a 12-month period (two recurrent) Gulfstream IV-SP (8400 Series) GULFSTREAM IV INITIAL SIMULATOR COURSE REQUIREMENTS 1. Course must include a minimum of 97.5 hours of Academic Instruction/Ground School. 2. Course must include a minimum of 29.0 hours of Flight Training/Instruction, of which a minimum of 14.5 hours shall be in the left seat of a Gulfstream IV (8400 Series) FAA Level C or higher full-motion simulator. 3. Simulator Training must include a 61.58 PIC Proficiency Check and a 61.57 (b) Landings Currency and 61.57 (d) Instrument Proficiency Check. 4. Course must include a minimum of 12.0 total hours of Simulator Briefings/De-briefings. 5. Students must graduate with a type rating. 6. An initial Global Procedures Course (that includes but is not limited to RVSM, North Atlantic Tracks, RNP & International Procedures) shall be included. GULFSTREAM IV RECURRENT SIMULATOR COURSE REQUIREMENTS 1. Course must include a minimum of 16.0 hours of Academic Instruction/Ground School. 2. Course must include a minimum of 12.0 hours of Flight Training/Instruction, of which a minimum of 6.0 hours shall be in the left seat of a Gulfstream IV (8400 Series) FAA Level C or higher full-motion simulator. 3. Simulator Training must include a 61.58 PIC Proficiency Check and a 61.57 (b) Landings Currency and 61.57 (d) Instrument Proficiency Check. 4. Course must include a minimum of 6.0 total hours of Simulator Briefings/De-briefings. 5. A recurrent Global Procedures Course (that includes but is not limited to RVSM, North Atlantic Tracks, RNP & International Procedures) shall be included on an annual basis. Hawker Beechcraft King Air 350C ER (Collins 21 Series) KING AIR 350C ER INITIAL SIMULATOR COURSE REQUIREMENTS 1. Course must include a minimum of 40.0 hours of Academic Instruction/Ground School. 2. Course must include a minimum of 24.0 hours of Flight Training/Instruction/Checking, of which a minimum of 12.0 hours shall be in the left seat of a King Air 350C ER (Collins 21 Series) FAA Level C or higher full-motion simulator. 3. Simulator Training must include a 61.56 Flight Review and a 61.57(b) Landings Currency and 61.57(d) Instrument Proficiency Check. 4. Course must include a minimum of 5.0 hours of Systems Integration Training that includes CRM Principles, Aircraft Systems and Checklist Procedures. 5. Course must include a minimum of 10.0 total hours of Simulator Briefings/De-briefings. 6. Students must graduate with a type rating. 7. Must include a Domestic RVSM course. KING AIR 350C ER RECURRENT SIMULATOR COURSE REQUIREMENTS 1. Course must include a minimum of 12.0 hours of Academic Instruction/Ground School. 2. Course must include a minimum of 12.0 hours of Flight Training/Instruction/Checking, of which a minimum of 6.0 hours shall be in the left seat of a King Air 350C ER (Collins 21 Series) FAA Level C or higher full-motion simulator. 3. Simulator Training must include a 61.56 Flight Review and a 61.57 (b) Landings Currency and 61.57(d) Instrument Proficiency Check. 4. Must include a Domestic RVSM course on an annual basis. 5. Course must include a minimum of 1.0 hour of Systems Integration Training that includes CRM Principles, Aircraft Systems and Checklist Procedures. 6. Course must include a minimum of 3.0 total hours of Simulator Briefings/De-briefings. DeHavilland Twin Otter DHC-6 TWIN OTTER (DHC-6) INITIAL SIMULATOR COURSE REQUIREMENTS 1. Course must include a minimum of 28.0 hours of Academic Instruction/Ground School. 2. Course must include a minimum of 3.0 hours of Systems Integration Training. 3. Course must include a minimum of 16.0 hours of Flight Training/Instruction, of which a minimum of 8.0 hours shall be in the left seat of a Twin Otter (DHC-6) FAA Level B or higher full-motion simulator. 4. Course must include a minimum of 5.0 hours of Briefing/Debriefing Instruction. 5. Simulator Training must include a 61.56 Flight Review and 61.57 (c) Instrument Experience. TWIN OTTER (DHC-6) RECURRENT SIMULATOR COURSE REQUIREMENTS 1. Course must include a minimum of 8.0 hours of Academic Instruction/Ground School. 2. Course must include a minimum of 12.0 hours of Flight Training/Instruction, of which a minimum of 6.0 hours shall be in the left seat of a Twin Otter (DHC-6) FAA Level B or higher full-motion simulator. 3. Course must include a minimum of 3.0 hours of Briefing/Debriefing Instruction. 4. Simulator Training must include a 61.56 Flight Review and 61.57 (c) Instrument Experience. MINIMUM CRITERIA: All respondents to this notice must provide documentation of meeting the following minimum criteria: A. Must be an FAR Part 61, 91 or 141 (where applicable) Certified Flight School or Agency (provide a copy of the certificate). B. Vendor must be able to complete the training within the Period of Performance described in this Statement of Work.
