Description
This is a Market Survey for the requirement of Lockout/Tagout (LOTO) services for the FAA's new Air Traffic Control Tower (ATCT) and Base Building at the Palm Springs International Airport located in Palm Springs, CA. Please see the attached DRAFT Scope of Work for technical information. The responses to this market survey will be used for Informational Purposes only. This is not a screening information request or request for proposal of any kind. The FAA is not seeking or accepting unsolicited proposals. This market survey should not be construed as a commitment of any type by the Government to take or not take any action. No evaluation letters or results will be issued to respondents. The FAA will not pay for any information received or costs incurred in preparing the response to the market survey. Therefore, any cost associated with the market survey submission is solely at the interested vendor's expense. This market survey is being conducted in order to obtain the information necessary to determine whether adequate competition exists to set-aside the competition among 8(a) certified firms, service-disabled veteran-owned small businesses or small businesses capable of fulfilling this requirement. The acquisition strategy for this procurement has yet to be determined. The FAA may decide to do a set-aside, tiered or full and open competition depending on the results received. The principle North American Industry Classification System (NAICS) code anticipated for this effort is 541330 Engineering Services. The size limit for the purpose of determining whether or not an establishment is a small business is an average of $14 million in gross revenue over the past three years. HOW TO RESPOND TO THIS MARKET SURVEY: Interested contractors should submit the following documents to the point of contact listed at the bottom of this announcement: 1.Cover Letter: Your cover letter must have your company letterhead. It must contain the following: a. A statement indicating that you are responding to this Market Survey (number DTFAWN-12-M-01557), b. Indicate if you are currently listed in the Government's Central Contractor Registration (CCR), 2.Business Declaration form (see attached). 3.Copy of SBA 8(a) certification letter or VA service disabled veteran certification letter, if applicable. 4.Capability Statement: a. Identify the type of services provided by your firm. b. Identify the education, training and experience of the person(s) who you propose to use to perform the LOTO services. 5.Qualifications: a. Indicate if your company has performed previous LOTO projects (where and when). b. If your firm has not performed previous LOTO projects, state why you feel that you are qualified to perform the work as required by the Scope of Work. 6.Provide general information regarding the range of costs typically charged for fulfilling this type of requirement. The FAA may use the information for informational purposes ONLY and it is NOT binding in any way. This is not a screening information request or request for proposal of any kind. The FAA is not seeking or accepting unsolicited proposals. PLEASE NOTE THERE IS A PAGE LIMITATION OF FOUR (4) PAGES MAXIMUM PER RESPONSE TO THIS MARKET SURVEY ("NOT" INCLUDING COVER LETTER, SBA OR VA CERTIFICATION). THIS IS ONLY A REQUEST FOR GENERAL INFORMATION. EXCESSIVE SUBMISSIONS ARE NOT DESIRED. Attached is a DRAFT of the Scope of Work (SOW). This Notice is for informational purposes for Minority, Woman-Owned and Disadvantaged Business Enterprises: The Department of Transportation (DOT), Office of Small and Disadvantaged Business Utilization, has a program to assist small businesses, small businesses owned and controlled by socially and economically disadvantaged individuals, and women-owned concerns to acquire short-term working capital assistance for transportation-related contracts. Loans are available under the DOT Short term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $750,000. For further information and applicable forms concerning the STLP, call the OSDBU at (800) 532-1169. All responses to this market survey must be received by April 20, 2012, at no later than 1:00 PDT.
