Description
This is a request for quotation for commercial services prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6 and under the authority of FAR 13.1, as supplemented with additional information included in this notice. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-57, dated March 7, 2012. The United States Environmental Protection Agency (US EPA), Office of Radiation and Indoor Environments National Laboratory (R&IENL) has a requirement for Satellite radio/phone telecommunications service. See attached Statement of Work. The provision in FAR 52.212-1, Instructions to Offerors-Commercial Items, is applicable to this solicitation. As of 1 January 2005, offerors are required to complete online representations and certifications at http://orca.bpn.gov which are identical to what is required in FAR 52.212-3, Offeror Representations and Certifications-Commercial Items. In addition, the following clauses and provisions apply: FAR 52.212-2, Evaluation - Commercial Items (see next paragraph for evaluation factors), FAR 52.212-4, Contractor Terms and Conditions-Commercial Items; FAR 52.204-7, Central Contractor Registration; FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, with the following paragraphs checked as applicable: (b) (23), (26), (28), (29), (30), (32), and (47). The Government will award a Purchase Order resulting from this solicitation to the responsible offeror whose offer, conforming to the solicitation provisions, represents the best value to the Government, price and other factors considered. The criteria for evaluation are: 1. Technical capability. The contractor shall submit in writing the service provider and carrier capabilities, ability to provide a comprehensive life cycle support for the MSAT-G2 systems, engineering support options/levels, telephonic and/or technical on-site assistance, maintenance and supply services. 2. Past performance. The contractor shall provide a list of contracts or orders for the purpose of past performance evaluation. The contractor may also provide other forms of documentation which provide information on past performance. Valid past performance is evidence of similar work accomplished within the past three years. Provide at least one but not more than three sources of past performance using the attached form. 3. Price. The contractor shall submit a firm fixed-price quote that is inclusive of all costs (see attached form). All technical evaluation factors are considered to be of equal importance and when combined are more important than price. THE RESPONSE DATE FOR THIS REQUEST FOR QUOTATION IS April 9, 2012, 2:30 PM Pacific Time. Email to Pearlman.holly@epa.gov or fax (702) 798-2380. Quotations (including delivery date) should be sent via e-mail or fax. All offerors are responsible to confirm the successful transmission of electronic data. Late responses will only be considered if it is advantageous to the government. Questions regarding this acquisition must be submitted in writing (e-mail is preferred) no later than April 5, 2:30 PM, Pacific Time. CCR Requirement - Company must be registered on Central Contractor Registration (CCR) before an award can be made to them. If a company is not registered in CCR, they may do so by going to CCR web site at http://www.ccr.gov.
