Description
This is a Sources Sought synopsis announcement. This market survey is for information only to be used for preliminary planning purposes. No proposals are being requested or accepted with this synopsis. This is not a solicitation for proposals and no contract shall be awarded from this synopsis. The purpose of this anticipated contract is to procure repairs to Paveway III Laser-Guided Bombs. The item anticipated to be repaired is: NSN: 1325-01-356-1432 Noun: WGU-39/B Estimated Repair Quantity: 400ea The anticipated contract will be a firm-fixed price and will support the United States Air Force. Total contract value is anticipated to be approximately $1,500,000. Paveway Laser Guided Bombs are purchased to a Performance Specification and as a result, the Original Equipment Manufacturer (OEM) owns the drawing/technical data package. The Government cannot provide access to product drawing because of the Government's lack of data rights in the data. The item being considered for repair is very technical by nature, as it is provides guidance for a specific munitions item. The WGU-39/B determines the appropriate method to guide the munitions item from point of release to a laser-illuminated target. It is extremely complex, and the Government knows of no entity other than the OEM with sufficient technical data rights to the WGU-39/B to provide this requirement. The Government can provide no reverse engineering funds at this time in order to develop technical data required to fill this requirement. Offeror's response to this Synopsis shall be limited to five pages and shall include the following information: Offeror's name, address, point of contact, phone number, e-mail address, and CAGE code if applicable. Offeror's interest in bidding on the solicitation when it is issued. Small Business Size and status if applicable. A capability statement that pertains to the anticipated contract. Capability statement shall include a statement of the offeror's plan to obtain requisite technical data rights for this requirement, or evidence of the offeror's possession of sufficient data rights. Any other information that the Offeror feels is pertinent to the anticipated contract. Interested Offerors shall respond to this Sources Sought Synopsis no later than 4:00 PM (MTN) 13 April 2012. All interested contractors must be registered in CCR to be eligible for award of Government contracts.
