Pre-Solicitation NoticeR12PS30101, Armed and Unarmed Security Guard Services, Hoover DamNAICS: 561612, Security Guards and Patrol ServicesPSC: S206 Guard Services The Bureau of Reclamation (Reclamation) has a requirement for armed and unarmed guard services at Hoover Dam. The guard services are required control vehicle access at a traffic checkpoint in Nevada, screen visitors entering the Visitor Center, and provide security checks at other post locations at Hoover Dam. Hoover Dam is approximately 8 miles northeast of Boulder City, Nevada, and 32 miles from Las Vegas, Nevada. On a daily basis, 2,500 to 2,500 vehicles travel over Hoover Dam. The Visitor Center receives 500 to 3,800 visitors each day, depending on the season of the year. Security guards will be working very closely with sworn law enforcement officers and other security staff in providing protection to both the visiting public and to an American icon that is classified as "Critical Infrastructure" to the United States. Some post locations require that guard staff be maintained twenty-four hours a day, seven days a week, and 365 days a year, including holidays. The Contractor shall provide all management, supervision, labor, training, transportation, equipment, supplies, licenses, permits, certificates, insurance, pre-employment screening, reports, files, and shall plan, schedule, coordinate, and assure effective completion of all armed and unarmed security guard services to: (1)Control vehicle access into Hoover Dam at the Nevada vehicle checkpoint thus preventing certain types of vehicles and items that are not allowed from approaching the dam facilities. A list of prohibited vehicles and items will be posted at each checkpoint. (2)Inspect questionable vehicles to ensure that they do not pose a threat to the Hoover Dam facility or the general public. A description of questionable vehicles will be posted at each checkpoint. (3)Screen visitors and prevent them from entering the Visitor Center from entering the facility with restricted items. Items not allowed will be posted at the screening area. (4) Safeguard personnel, deter the commission of crimes against persons and property, summon appropriate response forces and assist those response forces as required.(5) Provide emergency assistance as required, perform traffic control, assist the general public, and perform other situational instructions as given or directed by the Hoover Dam Police Chief. The contract will require that the contractor shall possess all licenses necessary to perform required armed and unarmed security guard services in the states of Nevada and Arizona. Any entity that may receive proceeds from the Government for security guard services rendered under this contract must be licensed to employ security guards in Nevada and Arizona. This applies to the prime contractor, and any subcontractors, partners, joint ventures or other teaming arrangements that may provide security guard services under this contract. All licenses shall be included with the offeror's initial proposal. In addition, all employees performing work under this contract shall be required to undergo a background check which includes a credit check. The Government intends to award a firm fixed-price service contract. This acquisition, when announced, will be conducted under North American Industry Classification System (NAICS) Code 561612, Security Guards and Patrol Services. The small business size standard for NAICS Code 561612 is $18.5 million. The solicitation will be reserved for 8(a) Program participants. It is anticipated the solicitation, in the form of a Request for Proposal (RFP), will be issued on or about June 1, 2012. Responses will be due thirty days after issuance. The RFP will include evaluation factors such as technical approach, relevant experience, past performance, and price. It is anticipated that one contract will be awarded. The estimated contract award date is August 15, 2012. However, all dates in this announcement are subject to change. No documents will be available until the solicitation is issued. The solicitation will only be issued electronically via www.FedBizOpps.gov. The Government reserves the right to issue the solicitation on paper or CD if the FedBizOpps (FBO) web site becomes inoperable or if the Contracting Officer determines it is in the Government's best interest to do so. Offerors should register at the FBO to be included on the offeror list in order to receive notifications pertaining to the solicitation, or visit the FBO website after issuance download the solicitation and any subsequent amendments. Offerors are required to have a current registration on the Central Contractor Registration (CCR) to be eligible for contract award. Offerors may register on CCR at http://www.ccr.gov.
