- THIS IS A NOTICE OF INTENT TO SOLE SOURCE, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The US Army Corps of Engineers, Jacksonville District, intends to award a contract on a noncompetitive basis in accordance with FAR 6.302-1(a) (2) "Only one responsible source and no other supplies or services will satisfy agency requirements" to Florida Department of Environmental Protection, 3800 Commonwealth Blvd, Mail Station 66, Tallahassee, FL. Award a supply purchase order to pay to renew National Pollution Discharge Elimination System (NPDES) Permit fee and NPDES Annual Permit Monitoring fee. This supply will be delivered to the U.S. Army Corps of Engineers which operates the Kissimmee River aquifer Storage and Retrieval facility in Okeechobee, Florida. NAICS Code is 924110, and Size standard is not applicable. The sole source determination is based on the fact that Florida Department of Environmental Protection is the delegated regulatory authority for the US EPA's NPDES program. There are no other vendors. Thus, if Department of Environmental Protection is not selected, the US Army Corps of Engineers will be in violation since there will be no valid permit. This Notice of Intent is not a request for proposals. Information received from interested parties will be considered solely for the purpose of determining whether to conduct a competitive procurement.
