Description
FOR ALL INFORMATION PLEASE CONTACT: Kevin Kirkwood, II at kevin.kirkwoodii@us.army.mil or 443-861-5649 This is a SOURCES SOUGHT MARKET SURVEY. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. REQUESTS FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE. Any information submitted by respondents to this synopsis is strictly voluntary. This market survey does not constitute a Request for Proposals (RFP) or a request for sealed bids (IFB), nor does its issuance restrict the Government as to its ultimate acquisition approach. The Government will neither award a contract solely on the basis of this notice, nor pay respondents for any information that they submit in response to this Sources Sought request. The United States Army CECOM LCMC is conducting this sources sought market survey to determine price and availability (P&A) from potential sources capable of fulfilling a Foreign Military Sales (FMS) requirement as follows. The Iraq Defense Network (IDN) provides a command, control, communications and computer (C4) infrastructure which is critical to Iraq's security and National Defense interests. The IDN presently consists of a Network Operations Center at the Ministry of Defense Headquarters in Baghdad and is composed of over 40 remote sites throughout Iraq. The scope of work provides for training up to 30 Iraqi personnel in CONUS on IDN technologies consisting of Blue Coat, Dell SAN and PowerEdge, Cisco, Symantec, MCITP Enterprise Administrator, MCITP Server Administrator, MCITP Exchange Administrator, IT Service Management Essentials and IT project management. The scope trains up to 30 personnel in 20 identified courses where training is to occur consecutively in CONUS due to the fact that the same personnel will be receiving training in all 20 courses. For purposes of pricing, the Rough order of Magnitude (ROM) should reflect the cost of performing the scope in CONUS. This scope requires arranging for round trip international travel from Iraq to CONUS, visas, transportation, hotel accommodations, meals and per diem. P&A must also include the price of a training certificates, training curriculum, training materials, training facilities or conference facilities with all the required network connectivity. Responses must include price, availability, lead times and the schedule stated in months after contract award for each identified training course. Do not calculate accommodations for only one course. ROM pricing must be independently priced per student and must include all of the following costs per student: Training Materials Training curriculum Training Certificates Round trip airfare Ground Transportation Hotel Accommodations Meals Training Facility with connectivity Respondents must state the number of hours that it would take to complete each training course for the required number of students. Respondents must indicate if the courses have ITAR restrictions. RESPONDENTS MUST CONTACT THE MARKET SURVEY POC FOR A SPREADSHEET OF ALL THE TRAINING COURSES AND A STANDARDIZED SPREADSHEET FOR RETURNING P&A. Respond by COB 16 APR 12 to Kevin Kirkwood, II at kevin.kirkwoodii@us.army.mil or 443-861-5649
