- Sources Sought: NAICS Code 444190, Building Materials, Blanket Purchase Agreement, Arlington National Cemetery. The purpose of a blanket purchase agreement is to streamline ordering and delivery of building materials at Arlington National Cemetery. Mission Contracting Office - Belvoir (MCO-BELV) is seeking service disabled veteran owned small businesses, woman owned small businesses, certified HUB Zone small businesses, small disadvantaged business firms, and all small businesses that are capable of supplying a wide variety of building materials to Arlington National Cemetery on a recurring basis. The contractor shall provide all labor, material, quality control, supervision, transportation, and any other items necessary to deliver these supplies to Arlington National Cemetery. The government contemplates a BPA (Blanket Purchase Agreement) to provide these supplies to Arlington National Cemetery. The potential Master Agreement term is 3 years. The Government intends to award multiple BPA Master Agreements with accumulative maximum potential value of $300,000 and individual orders will not exceed $25,000. All service disabled veteran owned small businesses, woman owned small businesses, certified HUB Zone small businesses, small disadvantaged businesses, and small businesses are encouraged to respond. Upon review of industry response to this Sources Sought Synopsis, the Government will determine whether a set-aside acquisition in lieu of full and open competition is in the Government's best interest. The appropriate NAICS Code is 444190. THIS SOURCES SOUGHT ANNOUNCEMENT IS NOT A REQUEST FOR PROPOSAL. It is a market research tool being used to determine the availability and adequacy of potential sources prior to determining the acquisition strategy. The Government is not obligated to and will not pay for any information received from potential sources as a result of this announcement. It is requested that interested sources submit to the contracting office a brief capabilities statement package (no more than 3 pages in length, single-spaced, 12 point font minimum) demonstrating to perform the requested deliveries identified in this survey. This Sources Sought notice is a synopsis posted by a government agency seeking possible sources for the requirement. This notice is neither a solicitation for work nor a Request for Proposal (RFP). Reference Federal Acquisition Regulation (FAR), Subpart 7.3, Contractor versus Government Performance, and Office of Management and Budget (OMB) Circular A-76. The U.S. Army is seeking potential companies who have the skills, experience, knowledge, and capabilities required to provide building and installation sustainment supplies to Arlington National Cemetery and managed by MCO-Belvoir, Fort Belvoir, Virginia. Interested companies must have the following qualifications: - Ability to provide electrical supplies to include a wide range of light bulbs and electrical repair items. - Ability to provide plumbing supplies to include a wide range of filters, pool cleaning chemicals, piping and plumbing repair items. - Ability to provide carpenter supplies to include a wide range of plywood, wood posts, and multiple sizes and types of wood supplies. - Ability to provide paint supplies to include latex and oil based paints, spray and canned, as well as paint application supplies. - Ability to provide routine orders to the shipper within 3 business days of receiving an order. - Responsibility for all commercial shipments to include costs associated with loss and damage. - Ability to track all shipments to final destination. The place of performance ARLINGTON NATIONAL CEMETERY The anticipated period of performance is 16 April 2012 through 15 April 2015. This notice is for informational and planning purposes only and does not constitute a RFQ or commitment by the Government. The Government does not intend to establish an agreement on the basis of this sources sought notice. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. In the event a RFQ is issued, the Government is considering a condensed timeline for submission of offers. Please provide your inputs to the following: 1. Would your company be interested in providing a price list for the wide variety of building materials? 2. Would your company be capable of addressing technical capability in meeting the requirement and providing a price quote within 5 calendar days of price list request being issued? If not, how long would your company need? Interested sources are requested to answer the above questions, provide a capability statement that briefly describes previous and/or current work experience.
