Training Center Liaison Officer Washington, DC INL/CAP Issuance Date: 03/30/2012 Closing Date: 04/13/2012 SOLICITATION NUMBER: PSC-12-021-INL SUBJECT A solicitation for a Personal Services Contractor (PSC), Department of State (DOS), Bureau for International Narcotics and Law Enforcement Affairs (INL) The United States Government (USG), represented by the DOS, seeks applications from US citizens interested in providing PSC services as described in this solicitation. JOB DESCRIPTION: See below STATEMENT OF DUTIES GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR The Bureau of International Narcotics and Law Enforcement Affairs (INL) is responsible for the development, supervision, coordination and implementation of international narcotics control assistance activities and international criminal justice issues for the Department of State. The Bureau is organized into different offices, including, but not limited to the Office of Criminal Justice Assistance Partnerships (INL/CAP), the Office of Afghanistan/Pakistan Programs (INL/AP), the Office of the Americas (INL/LP), the Office of Europe and Asia (INL/EA), the Office of Iraq Programs (INL/I), and the Office of Africa and the Middle East (INL/AME). INL focuses on holistic criminal justice reform, including training, mentoring, and capacity building in the justice, police, and corrections sectors. At present, INL funds and manages corrections programs in 22 different countries, including Afghanistan, Pakistan, Mexico, Morocco, Brazil, Iraq, South Sudan, and Haiti. The corrections programs target providing assistance to countries in developing the capacities to detain arrested persons appropriately and securely awaiting trial and sentencing, as well as those who have been sanctioned by a court properly in a manner consistent with commonly accepted human rights principles. The program goals for each country vary according to the requirements and specific needs of that country and the strategic interests of the United States. For instance, a primary component of the corrections program in Pakistan is to give the Khyber Pakhtunkhwa Province the capacity to house high security-threat prisoners in a safe, secure, humane, and transparent manner. In particular, INL anticipates during the first year of performance the ICMTC will concentrate on training for Afghan and Pakistani corrections personnel. Purpose The incumbent will serve as the Training Center Liaison Officer (hereinafter referred to as the Officer) to the International Correctional Management Training Center (ICMTC) in Colorado. ICMTC is a year-round, in-residence corrections training center operated at the former Colorado Women's Correctional Facility in Cañon City, Colorado. This initiative represents a significant evolution in INL's method of delivery for foreign assistance training in corrections. The Officer will provide quality corrections training using courses and curricula developed and approved by INL/CAP and relevant INL program officers. Relationships The Officer serves multiple roles, including functioning as INL's on-site representative to the CDOC, monitoring and evaluating the training courses to maximize their effectiveness and efficiency of operation, and executing programmatic functions for the Bureau and relevant program offices according to the specific requirements of each program and training course. The Liaison reports to the INL/CAP Deputy Director and coordinates all activities closely with the INL/CAP Corrections Team Lead and in conjunction with the INL/AP Grants Officer Representative (GOR), relevant corrections program officers, and Bureau corrections advisors. Duties and Responsibilities • Serve as the on-site INL Liaison to the International Correctional Management Training Center in Colorado • Provide strategic and operational advice within INL on interactions with CDOC and the operation of ICMTC • Coordinate closely with the INL/CAP Corrections Team Lead, the Corrections Training Coordinator, the ICMTC GOR in INL/AP, INL/AP corrections program officers, as well as other INL corrections program officers who are using the ICMTC • Maintains frequent oral and written communication with relevant INL parties, including: - Written weekly activity reports on ICMTC and CDOC functions, in a format approved by INL/CAP and submitted to the INL/CAP Corrections Training Coordinator, the INL GOR, and the relevant program officer(s) and corrections advisors - A monthly conference call with relevant CDOC parties, the INL GOR, relevant INL program officer(s), the INL/CAP Corrections Team Lead, and other relevant INL personnel to discuss the overall functioning of the grant - A bi-monthly conference call with the INL/CAP Corrections Training Coordinator, INL GOR, and when appropriate, relevant INL program officer(s) to discuss ICMTC operations - Close coordination with appropriate INL program officer(s) and INL/CAP Corrections Training Coordinator prior to training, in order to develop the appropriate curriculum, develop and/or establish necessary metrics, and manage logistical needs - Weekly phone calls during training courses to convey observations, progress, and challenges - Provide written "after action" reports (training close out reports) within one week (5 business days) of completion of each training course, describing the course; analysis of trainees' receptiveness, progress, and deficiencies; identification of outstanding students; and any other observations or recommendations with submission to the INL/CAP Corrections Team Lead and Corrections Training Coordinator, the INL GOR, and relevant INL program officer(s) - Written report within 24 hours detailing any deviations from the pre-set curriculum, as well as an analysis and explanation for the deviation, submitted to INL/CAP Corrections Team Lead, and the INL/CAP Corrections Training Coordinator - Written communication to INL/CAP Corrections Team Lead and appropriate INL program officer(s) of any media requests associated with ICMTC, INL trainees, and/or State Department engagements in Colorado - Other written and oral reports as requested by the appropriate INL program offices and approved by the INL/CAP Corrections Team Lead • Liaise and coordinate with CDOC working- and executive-level personnel, with a view toward establishing strong working relationships and developing common solutions to joint problems at the ICMTC • Develop working relationships with Colorado-based U.S. Federal Bureau of Prisons (BOP) personnel, with a view toward cultivating a strong working relationship and laying the groundwork for potential FBOP contribution to training courses delivered at the ICMTC and other venues • Manages the day-to-day ICMTC schedule in synchronization with the INL/CAP Corrections Training Coordinator to ensure that all available course slots and training blocks are full (Note: Training requests from the Office of Afghanistan and Pakistan Programs shall receive priority preference. The Officer shall refer any scheduling conflicts with other program offices to the INL/CAP Deputy Director and INL/AP Deputy Director for resolution.) • Ensure all CDOC training staff is qualified to instruct the courses being offered and the INL approved curricula is being taught • Collaborate with the relevant INL program officer(s), INL corrections advisors, and CDOC instructors to develop custom courses and lesson plans for delivery by CDOC staff at the ICMTC • Monitor the implementation of all training courses to ensure efficacy of training provided, suggest improvements, and report on overall course efficacy to the INL/CAP Corrections Team Lead, INL GOR, and other relevant INL corrections program officer(s) • Coordinate with INL/CAP Corrections Team Lead in creating assessment tools aimed at collecting data relevant to program evaluation and development • Administer assessment tools to trainees in order to collect data relevant to program evaluation and development, report results to the INL/CAP Corrections Team Lead and INL GOR • Engage trainees in discussions aimed at identifying and improving gaps in their philosophical approach to corrections and translate US-based training into meaningful change in their domestic corrections sectors; this is to be done in close coordination with INL/CAP Corrections Team Lead and relevant INL corrections program officer(s), reporting back to the same • Serve as the INL contact at the ICMTC for all students, including provision of oversight for all trainees and response to emergencies as they occur • Be available to respond swiftly to medical or other unexpected events involving trainees and provide a full report within 24 hours of the incident, or ongoing reporting as events develop, submitted to the INL/CAP Corrections Team Lead, INL GOR, and relevant INL corrections program officer(s.) • Schedule, in coordination with CDOC, INL/CAP, and the relevant INL program officer(s) all necessary U.S. logistical support for training courses, including greeting at airport, ground transportation, interpreters, medical insurance and services, site security, life support, and hotels • Make recommendations to INL/CAP and the relevant INL program officer(s) about attendance by INL personnel at training events or courses and coordinates such participation with CDOC • Schedule all necessary meetings, visits, tours, and provide logistical support for INL personnel participating in or observing training courses or visiting ICMTC and related facilities • Work closely with relevant INL program officers and INL Embassy Corrections Advisors on all out-of-country logistical issues, including vetting, visas, flights, and provide support as requested • Work closely with CDOC to ensure all mandatory reports meet the required standard and ensure submission in a timely fashion to the INL/CAP Corrections Team Lead and Deputy Director and INL GOR • Review all Colorado Correctional Industries (CCi) invoices to ensure accuracy and confirm delivery of all services invoiced prior to forwarding them to the relevant INL program officer, INL GOR, and the INL/AP Pakistan corrections program officer • Work closely with the relevant INL program officer(s) to ensure material translation, production, and distribution • When requested, and in coordination with the INL/CAP Corrections Team Lead and the Senior Corrections Advisor, provide international corrections training courses to CDOC staff in accordance with the INL/CAP International Corrections Trainer (ICT) course • Represent INL in meetings, upon the request of INL/CAP, the INL GOR, or other INL program offices • Occasional domestic and international travel as requested by the INL/CAP Deputy Director • Other duties as assigned by the INL/CAP Deputy Director Minimum Qualifications • US Citizenship, with the ability to obtain and maintain a DOS Secret security and ethical clearance • Bachelor's degree from an accredited institution • Demonstrated experience working effectively with an interpreter • Proficient in Microsoft Office Suite • Minimum of ten years work experience in corrections (includes probation and parole) with at least six of these years in U.S. corrections; two of these six years in US corrections must have been at the level of warden/superintendent/chief of security or chief probation officer/program director (or the equivalent) or higher in a department with no fewer than 500 personnel • Minimum of two years experience delivering foreign assistance in the corrections sector • Demonstrated supervisory and leadership experience in a multicultural environment, including demonstrated ability to make sound decisions in a timely manner • Demonstrate initiative, well-developed problem-solving skills, flexibility, receptivity, and creativity dealing with problems and conflicts • Demonstrated ability to work on and bear responsibility for several simultaneous projects while keeping the overall program goals in perspective • Demonstrated ability to interact effectively with a range of US and foreign national personnel at all levels of an organization • Demonstrated ability to represent effectively through personal contacts with the foreign governments, as well as with counterparts within the U.S. Government • Demonstrated application of knowledge of US government criminal justice and corrections sector development policy both domestically and abroad in a senior-level position • Proven ability to communicate effectively, both orally and in writing, to include superior interpersonal skills Position Elements • The Officer reports to the INL/CAP Deputy Director and receives input, guidance and requests from the INL/CAP Corrections Team Lead, INL GOR, and relevant corrections program officers • The Officer will oversee on-site implementation of the INL ICMTC grant (Note: INL/CAP is responsible for strategic management of the partnership with the Colorado Department of Corrections. This authority does not reside with the Officer.) • The Officer receives guidance through the INL Program and Policy Guide • Work involves planning, organizing, and managing day-to-day administration and oversight of a large number of organizational initiatives; therefore, ability to manage large quantities of ever evolving data and rapid changes in operating environment effectively is essential • The Officer performs a broad range of tasks related to maintaining strong interagency relationships as well as a complex foreign assistance program • The Officer works closely with the INL/CAP and INL/AP offices as well as selects INL regional corrections program officers.
