- Map Statement of Work This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number AG-7604-S-12-0021 is issued as a request for proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-53. Provisions and clauses incorporated by reference have the same force and effect as if they were given in full text. The full text of the Federal Acquisition Regulation (FAR) can be accessed on the internet at http://farsite.hill.af.mil. The North American Industry Classification (NAICS) code is 237130 and the business size maximum is $33.5M. This solicitation is set-aside 100% for Small Business. Line Item 0001 - Telcom solar site battery string 12 volt two sets of cells battery model #AT-39P or equivalent. Telcom solar site battery string 12 volt system 4200 to 4500 amp hour @ the 8 hour each rate to 1.75 volts per cell, valve regulated sealed gel type nom. Float voltage 2.25 volts per cell. In two sets of cells in parallel (12 cells). Needs to fit the floor space of 48" wide by 28" deep, such as C&D battery model #AT-39P or equivalent. Line Item 0002 - Remove and recycle all old batteries, hardware GNB Absolyte II modules Part #3-100A33, quantity 6 modules. Install new battery string. Attached is the Statement of Work. All responsible sources may submit a proposal which shall be considered. Award will be made on an all or none basis. The Government will award a firm fixed price contract. The Government will not be responsible for any costs accrued or incurred in response to this solicitation. The following Federal Acquisition Regulation (FAR) clauses apply to this solicitation: FAR 52.212-1 Instructions to Offerors -- Commercial Items (Feb 2012) FAR 52.212-2 Evaluation -- Commercial Items (Jan 1999) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Award will be made on the basis of the lowest evaluated price or quotes meeting or exceeding the acceptability standards. The contractor shall provide three jobs that they have performed work comparable to this job. The work performed cannot be earlier than January 2002. Technical and past performance, when combined, are equal to cost or price. A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
